The Department of Veterans Affairs, VA Pittsburgh Healthcare System intends to award a sole source contract to Medtronic Paceart, 8200 Coral Sea Street NE, Mounds View, MN 55112 for the purchase and installation of: Paceart Clinic Software, Paceart HL7 Integration Module, Paceart ECG Module & ConMed Cables (4), Isolation Transformers (4), 1.5 days on-site installation, Inbound and Outbound Consultation. This system will allow paper pacemaker charts to become electronic records. This system is usable with all pacemaker manufacturing companies and has a searchable database for all models/devices. Licenses would be perpetual with no annual fees or renewals.
To the best of our knowledge, Medtronic Inc. is the only manufacturer that provides a comprehensive pacemaker patient management system, including: automating patient scheduling, correspondence, organizing, archiving and reporting data for cardiac devices from all major manufacturers. The equipment, which is capable of recording and analyzing information from implantable cardiac defibrillators (ICD's) and pacemakers, has been the purchased by the VHA nationwide.
The sole source acquisition is enacted in accordance with existing authority under FAR 6.302-1.
The period of performance will begin on 27 August 2008. The North American Industry Classification System (NAICS) codes for this acquisition are 334510 with a small business size standard of 500 employees.
This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responsible sources interested in this procurement shall submit on their company letterhead a statement, which contains clear and convincing information identifying their capabilities to provide the service. No solicitation document is available and telephone requests will not be honored.
