The U.S. Department of Commerce (USDOC), National Oceanic and Atmospheric and Administration (NOAA), and National Marine Fisheries Service, St. Petersburg, FL intends to procure a security system to include a access control proximity card reader system, a Close Circuit Television (CCTV) video surveillance system, and associated software. Homeland Security Presidential Directive 12 (HSPD-12) defines new standards for personal identity verification (PIV) of Federal employees and contractors. This directive resulted in the Federal Information Processing Standard 201 (FIPS-201) that detailed the requirements for federal agencies. One of these requirements is the implementation of new SmartCard-based PIV credentials for employees and contractors, and the corresponding physical security system requirements to read and process these new credentials. The National Oceanic and Atmospheric Administration (NOAA) has adopted the Department of Defense (DoD) Common Access Card (CAC) for its PIV credentials. These CAC cards implement the requirements and standards for FIPS-201 PIV II credentials. The NMFS building currently has a GE Security access control system utilizing Micro/5-PXN microcontrollers. The system supports and uses 125 kHz proximity cards. The current proximity card readers and microcontrollers are not capable of reading the new DoD CAC cards. The contractor shall provide and install 46 FIPS-201 compliant and approved card readers and associated equipment as replacements for the existing card readers, to upgrade the three existing microcontroller Computer Processing Unit (CPU) boards, and to perform any and all required reconfigurations and programming to make use of the new card readers and CAC cards. All of the new card readers will replace existing card readers in the same locations, so no relocations or new locations of card readers will be required as part of this contract. All existing wiring can be used for the new card readers, so no additional wiring should be necessary. Since the implementation of the new CAC cards will be phased-in over a period of months or years, the new card readers must also be backwardly compatible with the existing 125 kHz proximity technology so that the existing access cards can also be used with the system. All tasks necessary to utilize both the existing 125 kHz access cards as well as the new 13.56 MHz FIPS-201 PIV II DoD CAC cards must be performed as part of this project. All access control equipment installed as part of this project must be on the GSA HSPD-12 FIPS-201 Approved Products List located at http://fips201ep.cio.gov/apl.php, where applicable. In addition to the access control system, the NOAA Fisheries Service SERO building also has a closed circuit TV video camera surveillance system. This system utilizes a number of cameras for both real-time monitoring and DVR recording of the images. Several of the existing cameras are over ten years old and are in poor condition, providing very poor, grainy images. The contactor shall to provide and install 11 new color video cameras as replacements for the existing cameras, and to perform any and all required reconfigurations and programming to make use of the new cameras. The government now requires all contractors submit their Certification and Representation thru the on-line Business Partner Network (BPN).
