Request for Artist Proposals
Baker City Readiness Center
Baker City, Oregon
The Art Selection Committee for the Baker City Readiness Center is seeking existing
artwork available for purchase for the Baker City Readiness Center. The Committee is
interested in sculptural work that reflects the history and or spirit of Baker City and/or
the Army National Guard.
The Baker City Readiness Center (National Guard Armory), in Baker City, Oregon, is home to
an Army National Guard Tank Unit. The facility also includes classrooms used by Blue
Mountain Community College for general studies classes (from writing to psychology).
Baker City is a community steeped with tradition and history. Granted its city charter in
1870, Baker City was once considered to be the premier social center along the Oregon
Trail and once boasted the largest population of any city in the state of Oregon. During
an era when gold mining was the norm, Baker City was born as a support center for the
surrounding gold mining towns. With such towns as Auburn, Sumpter, and Sparta close by,
Baker City soon became the focal point of activity. Today, Baker City is rich with the
flavor of the 1890s with its nationally recognized historic shopping district, museums and
attractions.
Locations for Artwork
Locations for artwork include exterior landscape and interior lobby. As this is a busy
public setting, materials must be durable and installation theft-resistant.
Budget
The approximate art budget for this project is $7,000, which will include purchase,
insurance, shipping, travel, installation, documentation and other project costs. This
budget may be divided between more than one purchase.
Eligibility
Open to all professional artists and artist teams.
Deadline
Complete proposals must be received either by mail or in the Oregon Arts Commission
office no later than 5:00 PM, Monday, March 31, 2008.
Proposer Questions
All inquiries, whether relating to the RFP process, administration, deadline or award, or
to the intent or technical aspects of the services must be submitted in writing to Meagan
Atiyeh, Visual Arts Coordinator (mail, fax or email are acceptable). All questions must
be received not later than 3 calendar days prior to Proposal deadline.
Substantive questions and answers will be issued as official addenda to this RFP. When
appropriate, revisions, substitutions, or clarifications of the RFP or terms and
conditions will be issued as official addenda to this RFP. Changes or modifications to
this RFP shall be binding on Department only if in the form of written addenda issued by
the Department.
Addenda
Department shall advertise addenda only on the State of Oregon Procurement Information
Network (ORPIN) (http://orpin.oregon.gov/open.dll/welcome). Anyone who has received a copy
of this RFP from other than Department will only be alerted to the existence of any
addenda by checking with Department. Proposers are responsible for checking ORPIN or with
Department to determine whether an addendum has been issued, and then must either download
or request a copy. Aside from requested copies, Department is not responsible for sending
addenda to any potential Proposers.
Protests
This is an Intermediate Procurement, per OAR 137-047-0270. No solicitation protests are
allowed.
Any award protest must meet statutory and rule requirements, be in writing, and be
received by the Procurement Specialist identified as the RFP contact above no later than
5:00 p.m. on the 3rd calendar day after the date of the notice of intent to award.

Selection Criteria:
30 pts Appropriateness of work to the character of the project
30 pts Appropriateness of the size, scale, and materials of the work for available spaces
20 pts Artists professional experience as provided in resume
20 pts Pricing
Materials submitted must include the following:
1. Artist Resume- Please limit to 2 pages per person and include a daytime telephone number
and address.
2. Self-Addressed, Stamped Envelope. In order to safely return your materials, enclose an
envelope no smaller than 5"x 7".
3. Up to ten(10) slides documenting work THAT IS AVAILABLE FOR PURCHASE. Please label
with artist's name, title of work, date and identification number corresponding to the
slidesheet and indicate the top of the slide. Slides will be viewed two at a time.
4. Corresponding Slide Identification Sheet: Include title, date of completion, material
(s), size, purchase price and any other relevant information or narrative.
Documentation Specifications:
ALL materials should be clearly labeled.
Please do not staple or bind materials.
Oversized materials and models will not be accepted.
Submit all written materials single-sided on white 8 " x 11" paper so they may be
clearly photocopied.
