The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking applications (Optional Form 612) from U.S. citizens, or permanent residents or non-U.S. citizens, interested in providing HIV/AIDS Public/Private Partnership & Marketing Senior Advisor services as described in the attached solicitation.
The incumbent will work as a senior strategist/advisor and program manager within a high-priority, high-visibility USG foreign assistance program, requiring expert levels of knowledge and expertise, maturity, the ability to function independently, exercising senior levels of judgment in a complex, highly demanding, frequently changing programmatic and administrative environment. S/he must be able to effectively utilize analytical, negotiation, and administrative skills to achieve USG goals, including influencing national policies and inter-country PEPFAR strategies. S/he must be able to represent the USG at the highest level of government and donor community while providing expert level technical leadership and policy interpretation. S/he will directing strategic planning processes within the USG and provide expert counsel to Government of Tanzania (GoT). The incumbent will design, direct, and execute partnerships and implement activities related to public/private partnerships (PPP) and human capacity development, strengthening and expanding existing public/private partnership programming, identifying and addressing barriers to effective implementation as well as potential innovations and best practices. In addition s/he will provide technical and policy advice and expertise across the USG and to senior levels of GoT in the areas of human capacity development (HCD) and system strengthening. S/he will participate on the Interagency Technical Team responsible for systems development and HCD.
