NASA/LaRC has a requirement for Procedure Design Tool (PDT) proprietary software,its license, Navigation DataBase Packing Program (NDBPP) proprietary software, and itslicense for use at the Air Traffic Operations Laboratory (ATOL). This software is neededfor a tool called a Simulation Flight Management System (sFMS) that will be used todevelop a 4-Dimensional Flight Management Workstation (FMS). The sFMS is manufactured byGE Aviation. The PDT software will be used to review and develop flight procedures foruse in an FMS. Once a procedure has been designed using the PDT, the NDBPP will be usedto check for flyability and other characteristics of the procedure. NASA/LaRC intends to purchase the items from GE Aviation, who is the sole manufacturerand distributor of the required FMS support tools and software that support and arecompatible with the sFMS and other existing equipment at ATOL. The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon 9 June 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
