Opportunity Summary
The State of Oregon by and through its Department of Administrative Services, State
Procurement Office, on behalf of the Oregon Department of Forestry ("ODF"), is seeking a
contractor to survey the marbled murrelet population on State-managed lands scattered
across the Oregon Coast Range between the Astoria and Coos Bay districts, see Exhibit H.

ODF harvests timber from State-owned lands to meet its trust and contractual commitments,
while complying with state and federal environmental laws, including the Endangered
Species Act (ESA). The marbled murrelet has been listed as a threatened species by the
U.S. Fish and Wildlife Service (USFWS) under the ESA (September 1992).

To avoid a "take" of a marbled murrelet, as defined in the ESA, ODF must determine if
marbled murrelets occur within or near proposed timber sales. Determinations can only be
made by ODF through survey efforts for the marbled murrelet. Many individual surveys
shall be required to make determinations on State managed lands scattered across the Coast
Range between the Astoria and Coos Bay districts.

The Contractor will survey for marbled murrelets in stands of timber designated by ODF in
Astoria, Tillamook, Forest Grove, West Oregon, Western Lane, Coos and Southwest Oregon ODF
Districts, as shown in this RFP. An initial number of sites for surveying will be
included in the Contract.

The Contractor will conduct these surveys following "Methods of Surveying for Marbled
Murrelets in Forests: A Revised Protocol for Land Management and Research" (Protocol) by
the Pacific Seabird Group which will be incorporated into the Contract by reference. ODF
may choose to modify the survey protocol to incorporate information that would enhance the
overall survey effectiveness. Contractor will conduct surveys in addition to those
initially included in the Contract as requested by ODF to obtain additional information on
marbled murrelets at particular sites.
