THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute s (NHLBI) Consolidated Operations Acquisition Center (COAC), www.nhlbi.nih.gov , intends to negotiate and award a purchase order on a noncompetitive sole source basis to VMR International, LLC, 405 Heron Drive, Bridgeport, NJ 08014-0626, to purchase Genomiphi HY Kits. A large set of samples have been amplified previously using the Genomiphi HY Kits. Using the same manufacturer is critical so that the process of amplification does not introduce systematic bias in the amplified DNA. The kits are needed to insure sufficient quantity of DNA to conduct multiple genetic analyses. :Items: The contractor shall 1) Provide 4 (ea.) PN: 95040-350, GENOMIPHI HY KIT 1000RXN. 2) 25-6600-25, Shipping. Delivery: The proposed delivery of the items is 120 days upon receiving the purchase order. This acquisition is being conducted under FAR Part 13, simplified acquisition procedures. It is noted that FAR Part 6, Competition requirements are not applicable to this acquisition. The North American Classification System (NAICS) code applicable to this requirement is 423490. This notice of intent is not a request for competitive proposals. Interested parties are required to review the above requirements, and submit a statement of interest which includes; itemized firm fixed price costs, and documentation of the capabilities of meeting the Governments requirements. The submission is due at 8:00 am, 10 calendar days from the posting of this notice. The submission must also include any prompt payment discount terms, the Duns & Bradstreet number (Duns), the Taxpayer Identification Number (TIN) and the vendor s business size. The vendor must also register in the Government s Contractor Registry System, www.ccr.gov. The determination of the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a future competitive procurement.
