| Notice Summary |
The Oregon Arts Commission (OAC) is upgrading its grants management and donor management
software systems that it currently uses.
The OAC and the Oregon Cultural Trust (Trust) currently share a grants management system.
The Trust, established in FY2001, merged its operations with the Arts Commission in FY2003
to take advantage of the Commission's systems for grants management and its administrative
expertise. As contributions to the Trust have increased each year, and as the number of
grants of both the Trust and the Arts Commission have increased, it has become clear that
the current software application is not robust enough to efficiently do the work that
needs to be done. Currently the Arts Commission uses a "Pearl" database, proprietary
software using a Microsoft Access platform.
The OAC is seeking a cost effective solution that will improve the flexibility of the
donor management and grants management systems, taking into consideration human resource
limitations, ie, no new staff will be added to compensate for the increased workload.
A recommended solution must include:
1. The ability to work with Microsoft applications including word, excel and access.
2. Data analysis capability
3. Ease of data entry, import and export
4. The ability to identify relationships with organizations and donors over multiple
years.
5. Ability to view all donor information in one place, for multiple years.
6. Ability to segment donors/donations into multiple categories
7. Ability to view all grantee information in one place for multiple years.
8. Mapping and data conversion from prior system to new system. The OAC/OCT will
work with the selected contractor to approve data conversion.
9. Ability to easily query out reports of any defined field
10. Ability to generate correspondence from application.
11. Accessibility via the internet
12. Website integration
13. Direct integration with check scanning program.
14. Training for users
15. On-going telephone support
16. The ability to import information from current system and convert use with new
system.
