Sole Source Firm Fixed Fee modification to an existing contract to acquire 14 Ea., Improved Thermal Sight Systems, P/N 4978200-1 and additional Line Replaceable Unit Spares: 15 Ea., Sensor Units, P/N 4978375-1; 5 Ea., Cooler Detector Units, P/N 4978376-1; 15 Ea., Control Panel Units, P/N 4978377-1; 15 Ea., Biocular Display Units, P/N 4978378-1; 25 Ea., Hand Control Units, P/N 4978325-1; 23 Ea., Thales Laser w/Plates, P/N 4978250-1; 22 Ea., Electronic Head Assy, P/N 4978380-1; 5 Ea., Actuators, P/N 4978382-1; 5 Ea., Power Filter Units, P/N 4994153-1; 10 Ea., North Finding Modules, P/N 4978323-1; and 5 Ea., Crosswind Sensor Unit, NSN: P/N 4978324-1, as identified by reliability studies.
This action is supported by the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Raytheon, the OEM, is the developer and sole manufacturer of the ITSS and is the only source possessing the unique combination of data, knowledge, technical expertise, facilities, and other requisite resources to produce, upgrade, and fully support the Raytheon ITSS system. Only the OEM can supply these parts in a timely, economical manner to fulfill the agency requirements. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with on one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Subcontracting Opportunities may exist.
