The Operationally Responsive Space (ORS) Office, Kirtland AFB, NM is interested in receiving innovative solutions from all offerors for the design of a low earth orbiting multi-mission satellite that has a common core electro-optical (EO) payload. The conceptual satellite system is envisioned to employ hardware and software based on non-proprietary industry standards, i.e., I-SET or PnP and others. To the greatest extent possible, a common core of optical payload and bus elements will be used and other elements can be rapidly replaced or modified to optimize the satellite systems to meet one of the following four missions: - Support tactical users using an EO Visible/Near IR sensor
- Support tactical users with an EO Short-wave IR sensor
- Support tactical users with a Hyperspectral Imaging sensor
- Support the Space Situational Awareness users with an EO Visible sensor observing deep space assets

The BAA, once released, will give full detail and expectations for successful bidders. The ORS Office is planning on conducting a Bidders Conference on 21 ? 22 February 2008 in Albuquerque, NM. Specifics of the meeting will be available when the draft BAA is published in the immediate future.

This solicitation will be open to all US and International Business, Universities, Federally Funded Research and Development Corporations, and Government organizations.

This announcement does not constitute a request for proposal and is not to be construed as a commitment by the government.

The purpose of this BAA modification is to clarify the following four administrative matters:

1. On page 10 Contracting Points of Contact make the following changes:

2. The following is a clarification of "SWIR" and associated passive cooling.

There have been a number of questions as to the definition of "SWIR" and how
far into the infrared would the ORS like the system to go.

Generally, SWIR implies 1 micron to 3 microns in wavelength. The ORS Office would like proposers to consider possible solutions out to 5 microns, if possible.

In order to achieve this, some active cooling approach might be required. A
thermal electric cooling option can be considered, since it has no moving parts. Cryo-coolers can be proposed, but, cost, schedule and jitter should
be considered.

This clarification can result in increased complexity to the options
proposed, but, in proposing an option that can achieve 5 microns, either a
single sensor or multiple replacement sensors can be proposed.

3. Clarification: Reference page 17, Section III, Additional Information, Volume II, Cost Proposal - {No Page Limit}, paragraph 1(c):

Change paragraph 1(c) to read: If you are submitting a proposal, other than a Firm Fixed Price proposal, you must submit a copy of your cost proposal to your cognizant Defense Contract Audit Agency (DCAA) office upon submission of your cost proposal.

4. Clarification: Reference page count information for BAA 03: The correct page count limit for BAA 03 is 32 pages as originally stated and is not limited to 25 pages as printed in the previous amendment. In addition, a reminder, Organizational Conflict of Interest (OCI) information is not included in the page count limits.

PROPOSAL DELIVERY INSTRUCTIONS


This should clarify any possible confusion between the FedBizOpps posting and the actual BAA. The instructions of the BAA clearly state the delivery time and location for all proposals. The California address refers to the address of the higher contracting headquarters. DO NOT send proposals to the California address, rather follow the instructions below to be considered responsive.

PROPOSAL DUE DATE AND TIME: The due date for proposals submitted in response to this BAA is no later than 1:00 p.m. MDT on 18 April 2008. Proposals received after the due date and time shall be governed by the provisions of FAR 52.215-1(c)(3).
