Synopsis:

This posting constitutes the United States Military Academy's notice of intent to award on a sole source basis a purchase order to Southeastern New York Library Resources Council (SENYLRC), 21 S. Elting Corners Road, Highland, NY 12528, to provide the USMA Library member web access renewal for the WALDO Package of periodicals. SENYLRC is the only source that provides online access to these periodicals through Coucil membership, of which the USMA Library belongs. The award amount is estimated to be $248,000. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirement. The applicable NAICS code is 923110 and the size standard is undetermined. This notice of intent is not a request for quotation or a solicitation of offers. See Numbered Note 22. Insert two days in lieu of 45 days. A determination by the Government not to compete this requirement upon receipt of response to this notice is solely within the discretion of the Government. There will be no solicitation available.
