The City of Pflugerville, Texas is soliciting the services of qualified firms to complete OLD TOWN PFLUGERVILLE VISION FOR TOMORROW. The RFQ may be obtained on the City of Pflugerville website: http://www.cityofpflugerville.com.

The Old Town Pflugerville Vision for Tomorrow is intended to establish a clear direction for guiding growth and re-development, as appropriate, in the downtown by achieving a consensus of values from the community at-large. Efforts should be focused on eliminating polarized positions; finding methods to achieve common goals; and defining the roles of the City and other groups interested in achieving a successful future for Old Town Pflugerville.

The Vision shall include a concise report to the City Council produced within a period of no more than 45 days from the project start to the project end. It shall delineate in a clear and understandable format the expressions of the public obtained through well-attended meetings with representatives of a broad cross-section of the community. The Report should document common solutions from the public on the at least the following issues listed below. The final document shall chronicle the methods for reaching consensus among all interests and define specific courses of action for achieving the common Vision.

  • CBD Boundaries/Purpose /Regulatory tools
  • Parking and Transportation Needs in the downtown
  • Public Amenities in Old Town
  • Appearance & Character (Beautification and Open Space)
  • Land Uses / Zoning
  • Neighborhood Conservation
  • Local and Regional Function
  • Economic Development / Marketing
  • Name/Brand (Identity)

The Vision should build upon earlier efforts of the City and be developed from a general consensus of the community-at-large. The Vision should address all aspects of the physical and aesthetic character of the City's Old Town, taking into account the unique challenges the area presents. The Vision should present a future scenario that ensures that the uniqueness of the area is preserved, and that its value is enhanced for generations to come.

More specifically, the City is requesting qualifications for the following:

Phase I Establishing Priorities (Visioning / Goal Setting)
Members of the community are to agree upon the goals for the Old Town. This phase of the process is to be designed to allow the community to understand the functions of the Old Town and how to build consensus on its future. Each of the issues identified above will serve as a framework for obtaining community values, opinions and goals.

This phase requires a process that entices as many of the public to participate in the goal-setting. This phase is an important step in finding ways to understand the differing perspectives among interests, while discovering where common ground can be found. A series of public forums/meetings/workshops should be designed to entice opinions.

The ultimate goal of this phase is to seek a general consensus among those with differing perspectives of Old Town Pflugerville. This effort should be closely coordinated with the local organizations and community groups. The approach should invite the perspective of all citizens. Methods should be utilized to illustrate how the "city center" can have a positive impact on all of the citizens, and not just those that live or work there.

Phase II Synthesis of Values
Findings of the public participation efforts will be prepared for consideration by the City Council. This phase should provide a clear framework of understanding of the community's desires based on scientific measurements. The findings should identify how perspectives are reached, how differing values are influenced and, ultimately, where efforts should be focused to reach consensus. Data should be quantified and qualified and presented in a clear and concise format.

Phase III Develop Vision
The City of Pflugerville Old Town Vision for Tomorrow will defines specific steps of action to address the desires of the community. The Vision will present an assessment of the current trends, an analysis of existing conditions, a summary of general perspectives, and an identification of common goals and the desired future. The Vision is based on findings and result from the public participation efforts. It should not only inspire but serve as a plan to guide future policy and financial decisions of the City Council. This phase should provide examples of how other communities have addressed similar goals and how success is sustained over time.

The Vision should be in sufficient detail to provide clear implementation strategies with a range of options. It is the City's intent to incorporate the Vision into the City's Comprehensive Planning efforts. The Document will be prepared for consideration by the City Council and used to guide future public investment and policy decisions.

The Vision will include graphic examples of future scenarios of the physical character of Old Town Pflugerville. It is anticipated that the Vision will identify sub-areas within Old Town where appropriate treatment methods may be uniquely applied.
