This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is W912EF1519021 and is issued as a request for quotes. This requirement is set aside 100% for Small Business Concerns. The associated North American Industrial Classification System code for this procurement is 423840 with a small business size standard of 100 employees. All quotes need to be received by 28 August 2008 at the Contracting Division, Walla Walla District Corps of Engineers, 201 N. 3rd, Walla Walla, WA 99362, Attn: S. Yoder, Stephen.m.yoder@usace.army.mil. Please submit the required Representations and Certifications under FAR 52.212-3 with the quote. FOB Destination shall be Kahlotus, WA 99335.

Line Item 0001: Minimax Boom 500ft, 5 100 foot sections. Line Item 0002: Boom Reel/Type H. Line Item 0003: Cover for Boom Reel. Line Item 0004: Accessory Kit 1. Line Item 0005: Shipping/Freight.

1.0 INTENT
The following specifications pertain to the purchase of 500 oil containment boom mounted on a portable reel.

2.0 SCOPE
The successful bidder shall be required to deliver the desired oil containment boom to Lower Monumental Dam with in the time period shown in Section 6.0. The bidder must also provide documentation, and other items as stated in these specifications at time of delivery.

3.0 BOOM SPECIFICATIONS
The boom shall be consistent with Minimax Boom as follows. Boom shall be 100 ft sections consisting of flexible skirt fence type oil and debris barrier for inner harbor use. Rectangular shaped 6 flotation, and 11 skirt, manufactured with 22 oz. PVC fabric. Employs double main tension members 3/16 stainless steel cable above and 3/16 galvanized chain below. Fiberglass battens between floatation segments for support. The connection shall be either universal or ASTM Z.

3.1 REEL SPECIFICATIONS
The reel shall come with marine grade aluminum spool and solid side flanges and core. It shall be manually operated with a braking device. It shall have lifting and tie down eyes, and all steel components shall be epoxy coated. Boom Reel will be used to respond to oil spills in the river.

3.2 ADDITIONAL ITEMS
A cover for the boom reel shall be included. The cover will fit between the solid side flanges. An accessory kit shall include 2 each tow bridles with 30 meters of tow line, 2 additional spare tow bridles, 8 spare stainless steel toggle pins with lanyard assemblies, 8 spare shackles, and a waterproof plastic tool box.

4.0 WARRANTY
The boom and reel shall come with at least a two year warranty.

5.0 OPERATION AND MAINTENANCE MANUALS
One complete copy of the Operation and Maintenance Manual will be required for the boom and reel. The Operation and Maintenance manual shall include; operation, maintenance, repair, and troubleshooting sections. It shall also include diagrams listing all system components, part numbers, and a list of recommended spare parts.

Also included shall be the name, phone and fax numbers, and/or email address of the contractor, manufacturer, and a distributor where spare parts can be purchased.

6.0 SHIPMENT AND DELIVERY
All items shall be delivered FOB to Lower Monumental Dam as soon as possible, not later than 30 September 2008. The contractor shall be responsible for packing and shipping the components in a manner that will ensure undamaged and complete arrival to Lower Monumental Dam. No shipments are allowed other than normal business hours of Monday-Thursday 6:30AM-5PM, excluding holidays.

OFFEROR must be registered on Central Contractor Registration before an award can be made to them. If offeror is not registered in CCR, you may do so by going to the CCR web site at http://www.ccr.gov.
PROVISIONS AND CLAUSES: The following Provisions will apply: FAR 52.204-7, Central Contractor Registration, FAR 52.212-1, Instructions to Offerors Commercial Items, FAR 52.212-3, Offeror Representations and Certifications Commercial Items. The following clauses will apply: FAR 52.212-4, Contract Terms and Conditions Commercial Items, and in FAR 52.212-5(b), Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, the referenced clauses: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.225-13, 52.232-33. Other applicable clauses: FAR 52.211-6, 52.252-2, DFAR 252.204-7004A, 252.212-7001.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26.

As per FAR 52:212-2 Evaluation-Commercial Items: This solicitation will be awarded based on the lowest priced, technically acceptable, and most expeditious delivery. Delivery shall be made not later than 30 September 2008.
