This announcement is not a request for proposal or quote and no award will be made from this announcement. It is a market research tool only.

1. The National Geospatial-Intelligence Agency (NGA) is issuing this sources sought notification as part of the market research analysis to obtain a better understanding of the current state of the marketplace, including commercial best practices, industry capabilities and commercial market service levels.

2. This Sources Sought request will expire 7 May 2008. When responding, please do not submit any proprietary information within the reply. Please limit responses to five typed pages in Microsoft Word format (with the exception of question 5.a. that can be in a Microsoft Excel attachment).

3. NGA is the imagery and geospatial data broker, integrator, and consolidator building a single Homeland Security Infrastructure Program (HSIP) geospatial database to support domestic operational, situational and strategic awareness of the nation s infrastructure to support crisis and consequence management, preparedness planning, and critical infrastructure analysis and protection.

4. The NGA is searching for sources that can provide a database license of an Oil and Natural Gas infrastructure geospatial vector dataset in support of the Federal level Homeland Security, Homeland Defense, & Emergency Response & Recovery missions to protect the nation s infrastructure in accordance with Homeland Security Presidential Directive (HSPD-7) and the National Strategy for the Physical Protection of Critical Infrastructure and Key Assets. The minimum requirement would be as follows: Gas Processing Plants, Liquefied Natural Gas Facilities and Terminals, Meter Stations, Natural Gas Compressor Stations, Natural Gas Storage Facilities, Oil/Natural Gas Pipelines, Oil Platforms, Oil Refineries, Petroleum Pumping Stations, and POL (Petroleum, Oil, & Lubricants) Terminals/Storage Facilities/Tank Farms. A database license of an Oil and Natural Gas infrastructure geospatial dataset will also include but is not necessary limited to the following desired geospatial data layers: Biodiesel Plants, Ethanol Plants, Gas Stations, Gulf Shipping Fairways, Natural Gas Distributions Service Territories, Natural Gas Receipt and Delivery Points, Oil/Natural Gas Pipeline Interconnects, Oil/Natural Gas Wells, and Strategic Petroleum Reserves.

5. Please respond to the following questions in the requested format:

a. What type of Oil and Natural Gas geospatial information can a company like yours provide to users (i.e., is there a specific list of geospatial vector data layers and related attributes that can be provided)?
b. What are the typical horizontal accuracy standards which your company can achieve (in feet) within urban areas? What about outside of urban areas? (i.e., describe the typical methodology you employ which allows you to achieve these standards; how would you typically verify the geospatial locations of data points which reside within your Oil and Natural Gas database?)
c. Are there any metadata standards that a company like yours would follow? What are they?
d. How is your Oil and Natural Gas database maintained, updated, and improved (i.e., how would a company like yours provide your customers with updates; how frequently would these updates/improvements typically be provided)?
e. What type of technical support could a company like yours provide (i.e., availability of ongoing support, availability of specialized training, and additional types of support in times of emergency or crisis)?
f. What, if any, license restrictions are on the data?
g. Address flexibilities on licensing. NGA desires Title 10/50 availability to US Government; Exploration of data release to Quadripartite Countries (defined here as the United States, Canada, Great Britain, and Australia), US Government coalition partner release, declared national emergency or crisis, non-Federal governmental disaster/emergency response agencies and/or personnel supporting the homeland security mission release.
h. How would a company like yours deliver data to a customer?
i. In what format would you deliver your data?


6. Information Submission: If you are interested and/or can share current information about your ability to support this vector database requirement, please respond to the individual identified in this announcement no later than 07 May 2008 with the following information along with responses to 5.a thru 5.i above.
