This is a Sources Sought for Oil Spill Recovery on Grand Forks AFB, North Dakota. The purpose of this Sources Sought is to determine if Small Business companies exist to fill this requirement.
Request non-personal services to provide emergency response support as specified by Grand Forks AFB Facility Response Plan and 40 CFR 112.20. Grand Forks AFB is required to pay an annual participation fee in order to retain contractor support as an oil spill removal organization (OSRO). Failure to identify a qualified emergency responder is a violation of federal regulations.
Contractor will be, "on-call", and will respond with the capabilities specified below, 24-hrs per day, to include weekends and holidays for the duration of this contract period. Contractor will provide toll-free, 24-hour, spill response number.
Contractor must be able to respond to Grand Forks AFB with the ability to pump and maintain an effective daily recovery capacity (EDRC) not less than:
40,000 gallons/day within a 12-hr period from notification
52,000 gallons/day within a 36-hr period from notification
78,000 gallons/day within a 60-hr period from notification
Contractor must also provide adequate temporary storage capacity to sustain not less than:
80,000 gallons/day within a 12-hr period from notification
158,000 gallons/day within a 36-hr period from notification
315,000 gallons/day within a 60-hr period from notification
Contractor must maintain not less than 1,000 linear feet of containment boom not greater than 1-hour travel time from Grand Forks AFB. The containment boom must be designed for a minimum of 1-foot significant wave height. The contractor must be capable to respond and initiate response equipment deployment within 2 hours of notification per federal requirements.
Contractor must conduct one each during the contract period:
a. On-base table-top deployment exercise
b. Contractor owned equipment deployment exercise
Note: These exercise requirements, (a) (b), may be satisfied concurrently with a single training event which satisfies all requirements specified below. An actual spill response or a federal spill response exercise response may be substituted for these exercise requirements.
Contractor will develop and conduct an on-station, table top oil spill exercise (discussion) to include emergency response, containment, and clean-up of a 2,200 gallon (minimum) oil/fuel spill.
Contractor will develop and conduct an oil spill deployment exercise to include emergency response, containment, and clean-up of a simulated 2,200 gallon (minimum) oil/fuel spill on or near GFAFB. The contractor will be responsible for providing and deploying the appropriate response equipment with the aid of base emergency response personnel to include at a minimum, (1) containment boom, surface skimmer(s) with pump.
Any resultant contract will be a Firm Fixed Price contract. The North American Industry Classification System (NAICS) Code is 562910, with a Small Business Size Standard of $13.0 million. Qualified Small business concerns should submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than close of business (4:30 PM CST) on 1 Aug 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a set aside for Small business concerns. If there are no Small business concerns to provide adequate price competition, this requirement will be solicited as a Full and Open competition acquisition. Oral communications ARE NOT acceptable in response to this notice. Sources shall include in their information, a detailed capabilities statement stating their experience within the past three years of same or similar work described in this notice (work completed before the three year period requirement will not be evaluated), a point of contact with phone and e-mail information, business status, business size based under NAICS 562910, and a positive statement of interest to submit a proposal. In order to receive an award from any resultant solicitation, should one be issued, the successful offeror must be Central Contractor Registered (CCR). The CCR website is: http://www.ccr.gov/. The successful offeror must also have an active Online Representation and Certification Application (ORCA). The ORCA website is: http://orca.bpn.gov/.

Submission of any information in response to this sources sought notice is completely voluntary, and shall not constitute a fee to the Government.
