Synopsis:

This synopsis and posted solicitation (N00189-08-T-0630) replaces N0018-08-T-0017 originally posted on 17 June 2008.

The Government intends to negotiate a Firm Fixed Price Requirements Contract for Oil Containment Boom for the Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic. The required boom will be ordered when required and shall be delivered to NAVFAC Mid-Atlantic at Naval Station Norfolk in Norfolk, Virginia 23511. Basic specifications are as follows: 50-foot sections with a 24-inch overall height and a 16-inch skirt, internal flotation (7 per section) with RF welded vertical seals between every float, heavy-duty orange 100% polyurethane-coated polyester fabric with a minimum tensile strength of 440/340 lbs, US Navy Style male/female aluminum end connectors. The contract period will be a one-year base period with one (1) option year. This requirement will be procured in accordance with FAR 13.5, Test Program for Certain Commercial Items (Clinger-Cohen). The North American Industry Classification System (NAICS) code is 339999, All Other Miscellaneous Manufacturing, and! the Federal Supply Classification Code is 4235. The solicitation number is N00189-08-T-0630 and has been posted along with this synopsis. The solicitation contains all specifications, evaluation factors, and Instructions to Offerors delineating what information is required in addition to pricing. Note that each offeror will be required to submit a 10-foot sample of its proposed oil containment boom, the Manufacturer Specifications Data Sheet, a Certificate of Conformance, and past performance information no later than close of business, 12 September 2008.

By submitting a proposal, the vendor will be self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any Federal agency. Failure to do so may represent grounds for refusing to accept the proposal. Numbered Note 1 applies.
