Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The US Army Contracting Agency, Contracting Center of Excellence (CCE), Pentagon, on behalf of Office of the Inspector General, Department of Defense, intends to procure 150 Task Cha irs. Interested small businesses who are certified and qualified as a small business concern in NAICS code 423210, with a size standard of 100 employees, are encouraged to submit their proposal. The solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-03.     If at least two responsible small business concerns are determined by the government to be capable of performance this requirement at a fair market price based on an evaluation of the capabilit ies packages submitted by 29 Feb 08, the requirement will be solicited as a 100% set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the government determines that no small businesses are capable of performing this requirement based upon an evaluation of the capabilities packages submitted, this requirement will be solicited under full and open competition procedures. To assist us in maintaining a lis t of interested small business offertory for this potential procurement, please provide your company name, a point of contact, address, phone number and business size under the above NAICS code, to the POC for this procurement, Johnny Redford, via email to     johnny.redford@hqda.army.mil. Under this requirement, the contractor will deliver 150 task chairs and remove all packing material/debris. A Firm Fixed Price contract is anticipated. The Period of Performance will be within 30 days of date of award.     The a nticipated award date is 20 Mar 2008.     All responsible sources may submit a proposal(s), which will be considered. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost fact ors. No paper copies of the solicitation will be issued. No solicitation mailing list will be complied.

1.     DESCRIPTION OF REQUIREMENTS.

a.     150 ergonomic task chairs with the following specifications, as a minimum:

               (1)     Equi valent/comparable, in style and construction, to the Humanscale
                         Liberty Task chair and/or the Haworth Zody Task Chair.
          
               (2)     Black (or Dark Gray) in color

               (3)     Mesh back and foam fabric seat and armrest

               (4)     Adjustable height of seat and armrest

               (5)     Back and lumbar support

               (6)     Standard warranty.

b.     Chairs are to be delivered and installed at 400 Army Navy Drive, Arlington, VA.

c.     All boxes, packing mat erial and debris shall be removed after installation.
              
2.     PERIOD OF PERFORMANCE.     Within 30 days of contract award date.

The provision at 52.212-1, Instructions to Offerors Commercial Items, applies to this acquisition.

The provision at FAR 52.212-2, Evaluation-Commercial Items is incorporated and the Government intends     to award a contract resulting from this solicitation to that responsible offeror whose offer conforming to the solicitation will be the most advantageous to th e Government, price and other factors considered. The following factors shall be used to evaluate the offers: The specific evaluation criteria to be included in paragraph (a) of that provision are 1) Technical capability of the item offered to meet the Gov ernments minimum requirements based on examination of product literature or technical approach narrative. 2) Past Performance; and 3) Price. Technical and past performance, when combined, is of greater importance compared to Price.
