OFFICE SPACE WANTED BY
THE U.S. GOVERNMENT
REQUIREMENT:
The General Services Administration currently leases 19,736 net rentable sq. feet of office space at 360 E. 2nd Street in downtown Los Angeles for the Dept. of Homeland Security and the USDA Food & Nutrition Service. Along with the office space, GSA leases 72 parking spaces - of which 4 are covered reserved, 53 are inside but not reserved, and 15 are outside and unreserved. GSA intends to negotiate a five-year
lease extension in this building, but will consider other buildings that can meet the criteria in this announcement and can prove overall cost effectiveness when considering relocation costs of furniture and communications (data and voice), tenant improvements and other factors.
The total rentable space must yield approximately 17,102 usf for DHS. Floor plates must exhibit potential for efficient space layout. In order for GSA to evaluate the total costs of offers, competing offers should include in their proposals an improvement allowance of $37.75 per usable sq. foot for duplicating existing office space for the DHS
and USDA. Space must be located in a prime commercial office district with attractive, prestigious, professional surroundings and a prevalence of modern design, and/or tasteful rehabilitation in modern use. Streets and public sidewalks should be well maintained. A variety of inexpensive and moderately priced fast food and/or eat-in restaurants must be located within three blocks as well as other amenities such as
retail shops, cleaners, banks, etc.
Buildings offered must be of sound and substantial construction of the type generally recognized as modern office having adequate means of ingress and egress; must fully meet the accessibility requirements of the Architectural Barriers Act Accessibility Standard (ABAAS); must be altered or constructed to meet the government s requirement, and must be fully serviced. The building must also conform to the seismic requirements for new construction or the current edition of the Uniform Building Code and FEMA 310 (call 800-480-2520 for a copy of the publication). The buildings offered must not contain sprayed-on fireproofing or acoustical treatment containing asbestos.
LOCATION: Offered properties should be located in the City of Los Angeles, California bounded by:
North: 1st Street;
West: Figueroa Street
East: Alameda Street;
South: Olympic Blvd.
PROPOSED TERM: 5 years with termination rights (negotiable).
Expressions of interest should include the following information:
1. Building name and address
2. Rentable square feet and rate per square foot
3. Method of measurement used to determine rentable square feet
4. Common area factor(s) for available space by floor, if applicable
5. Evidence of ownership, legal description, zoning, flood plain data, and pictures of the building
6. It is preferred that offers be submitted by the building owners or authorized agents of the owners with the evidence of authority to act in this capacity.
