This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation, Purchase # FA4621-08-T-0031, is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-07. This solicitation is being set aside for small-business bidding only. The NAICS code is 337211 and the small business size standard is 500 employees. The following commercial items are requested in this solicitation; 0001 English cherry executive L-Desk with left return Dimensions: 84 W x 72 D x 30 H Constructed of hardwood solids and veneers, with an English Cherry finish. Solid wood details include decorative molding and pilasters. With two pull out writing slides, built in cable management raceways, and protective UV coating on top surface. Ample storage space with two locking file drawers, four box drawers, and a center pencil drawer. Desk needs to include a keyboard tray and CPU mounting brackets. Quantity 2 each. 0002-English cherry bookcase with door Dimensions: 30"W x 14"D x 72"H constructed of hardwood solids and veneers, with and English Cherry finish. Two adjustable shelves and doors for concealed storage and decorative molding and pilasters. Quantity 1 each. 0003- English Cherry two drawer lateral Dimensions: 36 W x 20 D x 30 H constructed of hardwood solids and veneers, with an English Cherry finish. Lateral file cabinet features decorative molding and pilasters and a cherry veneer inlay with walnut edge banding on top. Both drawers lock for security, and will accommodate both letter and legal size hanging file folders. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions).
(c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Mr. Michael R. (d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
