Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Cryptologic Systems Group (CPSG) requires a multi-year repair (base year plus 4 option years) contract for the AN/ARC-231 Radio System. The following are AN/ARC-231 Radio System components that will require repair:Receiver/Transmitter, NSN: 5821-01-500-4770CA , P/N: 902219-804, Fill Panel; NSN: 5895-01-503-3800CS, P/N: 726073-806; Control Indicator; NSN: 5821-01-503-3799CS P/N: 726295-801, High Power Amplifier; NSN: 5996-01-503-8589CS, P/N: 622274-1,Pre-Amplifier; NSN: 5996-01-503-8094CS, P/N: 902458-801, Pre-Amplifier; NSN: 5996-01-506-9366CS, P/N: 902049-801.
CPSG intends to make an award to the OEM, Raytheon Company, CAGE: 37695. The AN/ARC-231 Radio System was developed by and owned by the Raytheon Company. CPSG requires Raytheon to repair the AN/ARC-231 Radio System to support Department of Defense requirements for information superiority by ensuring secure communications in support of combat operations on a multitude of aircraft platforms. Raytheon is the only known source to repair the AN/ARC-231 Radio System. No other company offers this service and moreover, Raytheon Company has proprietary rights to the required source code. As a result, no other vendors can provide the maintenance service required on the AN/ARC-231 Radio System.
