Synopsis:

The Defense Supply Center Philadelphia is the inventory control point responsible for purchasing optical supplies for U.S. soldiers, sailors, airmen and marines around the world. This is an open season solicitation from which the Government intends to award multiple contracts to manufacturers and distributor of optical supplies. Examples of items being solicited include, but are not limited to, lens dyes, frame alignment tools, glass beads, universal chucks, polishing pads, PD ruler, lens molding system, lens tinting unit, lens clock, coolant, roughing and finishing wheels. This solicitation DOES NOT include Frames or Lenses. The estimated value of this contract is $375,000 annually. The contractor shall submit a Product Catalog listing all items available to the customers ordering under this contract. The resultant contract will be used to support our DoD military customers worldwide, non-DoD Federal Government customers as well as DSCP, acting as the customer. DSCP is the single order entry point under this contract. Customers will be ordering supplies utilizing an internet-based web site.

This solicitation will be reopened for the purpose of allowing submission of new offers. Vendors who have a current contract for Miscellaneous Optical Supplies that is expiring within 18 months of this notice, need to respond to this solicitation. Amendment 0001 will be posted on the DLA-BSM Internet Bid Board System (DIBBS) at https://www.dibbs.bsm.dla.mil/ on or before May 30, 2008. This solicitation is considered a standing solicitation and will remain in effect unless replaced by an updated solicitation. It is anticipated that the first closing date will be 3:00 PM/EST on June 30, 2008. Subsequent closing date and time for receipt of offers will be 3:00 PM on the last business day of each month beginning July 31, 2008. In response to solicitation number SP0200-03-R-5002, DSCP intends to award multiple Firm Fixed Price with Economic Price Adjustment (EPA), Indefinite Quantity / Indefinite Delivery type contract(s) to manufacturers and distributors for the supply of miscellaneous optical supplies. Any resultant contract(s) will contain a base period plus four one-year option periods. As part of your response to the solicitation you will be required to submit a catalog which will be published on a DSCP Electronic Catalog System (ECAT). The catalog must reflect total delivered price. Total delivered price is defined as total cost of item inclusive of transportation and distribution costs. There are two communication strategies available for ECAT, Web Supplier Interface or American National Standards Institute (ANSI) X12 EDI standards. All transactions will be electronic and awardees must be capable of one of the communication strategies or a combination of both.
