Sources Sought Optical Biosensor System



This is a SOURCES SOUGHT NOTICE to determine the availability and capability of potential small businesses (including HUBZone firms; certified 8(a), Small Disadvantaged, veteran and service-disabled veteran-owned small businesses, and women-owned small businesses) that can provide the following: A commercially available optical biosensor instrument that can be utilized for the analysis of veterinary drug residues in food. The system must include packaged test kits for specific residues, such as chloramphenicol and streptomycin, along with validated methodology to use the kits for specified food matrices.



Objectives:

Use optical biosensor technology, based on an analyte-specific binding reaction, as a standard methodlolgy for high-throughput screening and analysis of veterinary drug residues.

Perform biosensor analysis which has the ability to provide rapid screening capabilities for routine chloramphenicol and other drug residue analysis in the field laboratories at the FDA.



Methods:

Specific information required to be included :

Instrument specifications including liquid handling system, detection principle, sensitivity, baseline drift and noise.

Available sensor chip kits such as for streptomycin and chloramphenicol residues. Detection limits for chloramphenicol in shellfish must be 0.025 ppb or below.

Literature citations demonstrating use of surface plasmon resonance as a detection for the analysis of veterinary drug residues.



Reporting Requirements and Deliverables:



The successful contract will be required to submit the following items to FDA:

1. A demonstrated biosensor product using surface plasmon resonance detection for the analysis of veterinary drug residues including:

2. Available test kits

3. Analysis procedures

4. Results of data analysis, and

5. Evidence of public dissemination (manuscript publication)



Projected outcomes



The results of this project will be disseminated to all interested parties in the FDA and in the participating institutions within the registry. These data will also be presented at National and international meetings and prepared for publication in peer-reviewed journals.



Firms responding to this SOURCES SOUGHT announcement should indicated whether they are small business (please include the name of the Small Business Specialist and telephone number, if applicable). This information will be used to determine the appropriateness and type of small business set-aside. The applicable North American Industry Classification System (NAICS) Code is 541711 and the size standard is $6.5 million. A fixed price contract is contemplated, which will begin September 1, 2008. Qualification statements are due no later than 10 business days after publication of this notice (or August 15, 2008) and should reference Sources Sought No. 1047256.
