By way of this notice, and in accordance with FAR 6.302-1, the Chicago District, U. S. Army Corps of Engineers announces its intention to award a sole source follow-on contract to the University of Illinois of Champaign, IL/Illinois State Water Survey for the continuance of operation and maintenance of the 25 Raingage Network for Lake Michigan Diversion Accounting. The contractor has to provide all weighting-bucket raingages with data loggers at the sites in secure areas with little or no obstructions using a U. S. Army Corps of Engineers approved 5-7 mile grid spacing between gages. Given that 1) the raingage network was originally designed and installed by the University of Illinois/Illinois State Water Survey in 1989; 2) all raingage equipment and secured sites have already been in use and held by the University of Illinois/Illinois State Water Survey for a period of 19 years;and 3) the consistency of precipitation measurement data is essential to the project, they are uniquely familiar the operation and maintenance of specific raingage network and assessment of data collected. Therefore, we consider this acquisition to be available from one source (University of Illinois/Illinois State Water Survey). The contract performance period is approximately 12 months with three one year option periods. It is anticipated that the resultant contract will be firm-fixed priced. The NAICS for this procurement is 541690, with a small business standard in dollars of $7.0M. This notice is not a request for proposals, therefore, No solicitation documents will be issued. If any firm has interest in this follow-on contract, notification must be provided no later than September 2, 2008. Award is anticipated on or before September 30, 2008.
