NASA/MSFC has a requirement for one 36-inch high modulus custom composite tube.NASA/MSFC intends to purchase the items from ATK Launch Systems Group. Thisrecommendation is made pursuant to FAR 13.106, for the acquisition of supplies orservices determinded to be reasonably available from only one source. Competition isimpractical for the following reasons:1. The tube is a replacement unit for one damaged while in use. ATK fabricated theoriginal part using a custom mandrel that already existed in house for the shuttleprobram. To ensure that the tube correctly interfaces with others on the experiment itmust be fabricated with the same mandrel, which only ATK has, and with the same weave,which ATK has delivered. 2. The fabrication of a new mandrel, and trials of test weaves are costly andtime-consuming affair. As the HERO experiment is time critical, and on a modest budget,it is in the Government's best interest to negotiate directly with ATK.Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 26th 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
