NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh PA. hereby announces its intent to issue a purchase order to TSI Inc.; Quantity of 1 - Model 3776 Condensation Particle Counter, Quantity of 2 - Model 4045 Flow Meter, Quantity of 1 - Model 3074B Filtered Air Supply and Quantity of 1 - Model 3076 Constant Output Atomizer. The CDC/NIOSH Standard Test Method requires equipment that must match/incorporate into the existing equipment and software and test system to generate reproducible results.

Based upon its market research, CDC is unaware of any other compatible products that meet the technical requirements and specifications of this procurement:
1) Model 3776 CPC measures particles in the range of 2.5 - 1000nm with a response time of 1 sec, measures particle concentration continuously with live-time coincidence correction, has built-in data logging and storage capabilities, a removable memory card, USB and Ethernet connectors.
2) Model 4045 Measures flow rates between 0-300 Lpm.
3) Model 3074B Removes oil, other liquid droplet and fine particles by filtration of the air supply. Flow rate adjustable to handle pressures up to 1000kPa.
4) Model 3076 Generates 10(7) particles/cc by a nebulizer at a constant rate. Particle size should be in the 10-1000nm range that can be measured.

This project is supported by justification for other than full and open competition to TSI Inc, under authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement.

If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with TSI Incorporated, 500 Cardigan Rd, Shoreview, MN 55126 as the only source and a purchase order will be issued without any additional notices being posted.
