| Opportunity Summary |
The Oregon Department of Fish & Wildlife is currently accepting bids for the attached
Request for Proposal (RFP) that will result in a Personal Services Contract (PSK).
Description of work:
The project is split into packages based on geographic area. Because of the number of
hours involved and the short timeframe available, an individual Contractor will be awarded
no more that one of the 2 packages, unless, that Contractor has 2 separate helicopters and
qualified pilots that they can dedicate to the project in order to be able to fly in two
areas simultaneously.
For example: a Contractor with only 1 helicopter and qualified pilot can be awarded 1 of
the 2 packages but not both; a contractor that has 2 helicopters and 2 qualified pilots,
and both helicopters and pilots will be dedicated to this project until Projects are
completed on schedule, can be awarded 1 or both (2) of the packages.
Contractors will bid on all packages of interest individually.
Both (2) Package Areas:
The Contractor will provide helicopter, fuel truck and driver where needed, and
experienced pilot to fly three (3) ODFW and/or Oregon State Police employees who will be
counting elk and determining the number of cows, calves and bulls in each herd. The
search for elk will occur in select areas over forested lands with clear cuts and natural
opening from sea level to approximately 4500 feet elevation. The pilot will need to keep
elk herds that are spotted in openings in the forest from going into the trees by circling
overhead, passing back and forth in front of them or hovering between the elk and the
timber. Flights are typically 2-3 hours in duration occurring at dawn and in the evening
until dusk. Flights will be conducted when counting conditions are deemed suitable by
ODFW biologists. Typically, surveys are conducted during both weekdays and weekends.
Flights will start on or after January 30, 2008, or as soon as weather is suitable, and,
must be completed before March 15, 2008. The listed work schedule, estimated hours,
locations of areas for flying and helicopter base locations are representative of the
expected work, but may be subject to change. No more than three ODFW and/or OSP employees
will be passengers on each flight. After January 30, 2008 the Contractor's services must
be available for this project within a 48 hour notice by ODFW.
Package A -South Willamette Watershed District (SWWD) and North Willamette Watershed
District (NWWD)
The elk survey will occur on the east slope of the Coast Range Mountains (Scappoose and
Trask Wildlife Management Units) from the Columbia River at the north end to Hwy 18 at the
south end; and the west slope of the Cascade Mountains (Santiam Wildlife Management Unit)
from the Columbia River at the north end to Hwy 20 at the south end. The helicopter will
typically fly out of one or more local airports such as: Hillsboro, Scappoose, Portland
International, Aurora, Salem, and/or McMinnville. A private helipad is available in Sweet
Home, but a fuel truck would be required. Most airports have fuel available and a fuel
truck may or may not be needed to be stationed at one or more of the base locations when
required for re-fueling the aircraft. It is anticipated that the surveys will take
approximately 33 hours of flight time depending on weather conditions, elk distribution,
elk visibility and flight time costs. Typically, weather conditions will interfere with
some of the flights and the survey can be expected to take 8-10 days or more.
METHOD OF AWARD:
The project is split into packages (A and B) based on geographic area. Because of the
number of hours involved and the short timeframe available, an individual Proposer will be
awarded no more that 1 of the 2 packages, unless, that Proposer has 2 separate helicopters
and qualified pilots that they can dedicate to the project in order to be able to fly in
two areas simultaneously.
Example: A Proposer with only one (1) helicopter and qualified pilot can be awarded 1 of
the packages but not both; a contractor that has two (2) helicopters and two (2) qualified
pilots, and both helicopters and pilots will be dedicated to this project until Projects
are completed on schedule, can be awarded 1 or both (2) of the packages.
ODFW intends to award both Projects to the Proposer (s) with the highest points, however,
due to both Projects occurring during the same period of time, ODFW reserves the right to
make awards to meet all Project deadlines.
A MANDATORY Request for Proposal (RFP) is attached. You must download the attachment and
use the attached RFP to bid on the solicitation.
