| To proect existing habitats, restoreecological functions for these habitats and compensate for lost baitats in Saskatchewan in areas that produce ducks that annually migrate through Illinois and provide waterfowl hunting opportunities and wildlife viewing opportunities. |

| Sole Source Only Justification: | Research from the banding of ducks migrating over Illinois overwhelming shows these ducks hatch in Saskatchewan , Canada, which is where Ducks Unlimited cnters their efforts. Other Canadian vendors may exist, but they are no in Saskatchewan and not as well staffed. Only Ducks Unlimited has the funding sources to also contribute to IDNR projects; so each of IDNR's dollars generate matching dollars from Ducks Unlimited.For each dollar IDNR spends on this project, each of the following organizations match a dollar: United State Fish & Wildlife Services, the U.S. Ducks Unlimited, Ducks Unlimited Canada and the Canadian Fish & Wildlife Services. If If this project were denied, fewer ducks would migrate over Illinois and fewer hunting licenses would be sold. Illinois businesses dealing with ammunition, hunting lodges and restaurants, hunting gear and transportation providers would all make fewer sales. Overall, this would result in less revenue generated for the State of Illinois through license sales and sales tax. |
