Synopsis:

Directorate of Plans, Training, Mobilization & Security, Fort Gordon, Georgia has a requirement for Nvision hardware and software for full reverse engineering (non-contact laser scanning and portable CMM) package. ACA, Directorate of Contracting, Fort Gordon GA intends to purchase a demonstration unit from Philips Federal Division, the manufacturer of this system. Other components of the package include HandHeld Z2 (Z35); Interface Box- Digital; Alignment Artifact-cubic-certfied; Probe Calibration Artifact; Mount- (Multiple Postion); Sensor cable; Sync cable; Surfa I/O cable; PCMCIA card; Velcro, Allen keys; Hand Held Peli Case; 9 Foot Seven Axis Arm; Mounting plate; Magnetic mount; Arm carrying case; One 6mm ball probe, one 15mm, one point probe; Laptop Control System; One year standard limited warranty. HandHeld KUBE Software Version 11.0 SP1 (included in price) Software Includes: Datum Module: Enables creation of entities including points, lines, planes and spheres. Allows user to create coordinate system for large volume scanning or part re-orientation. Scan Module: Provides user interface during scanning including real-time rending of data on screen. Section Module: Creates cross sections from initial scan data. Mesh Module: Provides filtering of data, data reduction, hole filling for complete data manipulation. Outputs data in industry standards including ASCII points or polylines, IGES points or polylines, Pro Engineer IBL polylines, Catia VDA Polylines, STL Polygons (binary or ASCII) OBJ polygons, 3D Studio, AutoCad DXF polylines or Polygons. Inspect Module: Allows for comparision of CAD data to scan data and report generation. The government intends to acquire a commercial item using FAR Part 12. This procurement is being conducted under FAR Part 13 Simplified Acquisition Procedures. The authority is U.S.C.2304(c)(1), Only One Responsible Source. It is understood that commercial dealers are available but are unauthorized to sell to the government. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 4:00 p.m. EST on 23 May 2008. Interested parties may submit questions no later than 23 May 2008. Such capabilities/ qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency.
