The Federal Bureau of Investigation (FBI) intends to negotiate, on a sole source basis, a one time, fixed price contract with Tex-Shield, Inc., 2300 M Street NW, Suite 800, Washington DC20037, under RFQ C002215. This notice will be distributed solely through the General Services Administration Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. Tex-Shield, Inc. will provide Saratoga JPACE Chemical Warfare Protective Flight Suits. Based on market research conducted and contacts made with knowledgeable individuals within the government and related industry, it has been determined that the FBI's requirement for garments offering the most substantial protection against chemical agents can only be provided by Tex-Shield, Inc. as they are the sole U.S. licensee of the Saratoga fabrics used in JPACE flight suits. The Saratoga protective textile is the only known fabric of its type offering flash and fire resistance, protection against chemical warfare agents, is anti-static, launderable, air permeable, and puncture and abrasion resistant. It is available as one piece with an attached hood, and is available in flight suit sizes. This notice of intent is not a request for competitive quotations, however, interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 3:00 PM EDT, September 19 , 2008, via email, to Margaret Einspahr, at meinspahr@fbiacademy.edu. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification System Number is 313312 and the size standard is 500 employees. This contract will be awarded as a commercial item in accordance with the Federal Acquisition Regulation, Parts 12 and 13.5. The awardee must be registered in the Central Contractor Registration Database and the Online Representations and Certifications. In addition, interested parties must also be registered and have completed the On-Line Representations and Certifications Application (ORCA).
