The
USDA, Agricultural Research Service (ARS), intends to negotiate solely with Noraxon
USA, Inc. in Scottsdale, Arizona to furnish and deliver (FOB Destination,
within Consignee’s Premises) a new FDMT-S Treadmill and Gait System with all
necessary Software, and accessories to the USDA, ARS, Jean Meyer Human
Nutrition Research Center (HNRCA) in Boston, MA in accordance with the terms,
conditions, and specifications contained in this document. This action is
pending availability of funding in accordance with FAR 52.232-18 and
52.232-19. The Noraxon FDM-T measuring
system will be used for objective kinematic analysis of the human gait. It will be used to precisely record the
extent of the gait disorder. It provides
an automatic report with analysis of both sides of the body. The EMG software will be used for recording
physiological properties of muscles at rest and while contracting. The
Contractor shall furnish all labor, equipment, materials, tools, services and
supervision necessary to provide the FDMT-S Treadmill and Gait System and
accessories, warranty and extended service agreement. The
system includes the FDMT-S Treadmill and Gait System with a speed range
0-16 mph, large running deck 20 inches x 62 inches, 4 in safety step-off panels,
with elevation of 0-15 percent; Module for Software extension for load analysis
during standing; Module for extension for combination with video including
video-camera, tripod, sync cable, fire ware cable, software extension; Personal
computer that includes all software, hardware (including monitor) to run the
complete system and components; EMG
Module incl. DAB without amplifiers and Infrared Sync Box; Pre-Amps with 4
channel Myotrace Bluetooth unit with MR-XP Master Edition to Communicate with
PC using Bluetooth Technology Software. All software must be Year 2000 Compliant. Section 508 Accessibility Compliance Clause
includes Standards 1194.21, 1194.24, 1194.25 and 1194.26. 8-Pre-Amps for 8 channel DAB; a Standard
commercial warranty and an extended service. The requirement is pending availability of
funding. The USDA, ARS,
HNRCA has determined that the Noraxon Walking/Running Machine for Gait
Analysis, FDM-T and accessories s the only treadmill with the following salient
characteristics: 1)
Hardware Requirements: must be able to meet the following specifications: Speed
0.5 – 12.5 MPH, 0.1 MPH intervals; Running surface 20 inches x 55 inches; Track
access height 7inches; Elevation – 16
levels; Max load at surface 350 lbs; Sensor surface 95 x 41 cm, 5376 sensors;
and measuring range 1-120 N/cm2. Noraxon’s hardware does not contain "notch-filtering", resulting in the most reliable surface EMG (SEMG)
instrumentations for dynamic muscle function. 2) The entire system must fit into a space not
larger than 6 ft. length L x 4 ft. width because our laboratory space is
restricted to 12 ft. length x 12 ft. width. 3) Software
components: 4-channel Myotrace Bluetooth unit with MR-XP master edition; Communicates
with PC using Bluetooth; and 3D real
time motion analyzer CMS-HS. 4) Workstation:
Must be compatible with these minimum system requirements: IBM compatible; Use
Windows XP and be up-to-date; Bluetooth compatible. 5) Noraxon is a leader in manufacturing and distributing high-end tethered
and wireless surface and fine-wire electromyography (EMG) instruments,
software, sensors and accessories. 6)
Their patent-protected instruments are designed with a unique amplifier
technology that eliminates external noise and artifact to capture clean,
reliable and repeatable EMG signals. 7) Noraxon
is a locally based company and will provide a complimentary full day of
training and installation. 8)
Noraxon can also provide maintenance service and technical support as needed. PACKING AND SHIPPING - The Contractor shall be responsible for shipping
the equipment. The Contractor shall pack
each item for shipment in a new container in such a manner that will ensure
acceptance by common carrier and safe delivery at the destination. Containers and closures shall comply with the
Interstate Commerce Regulation, Uniform Freight Classification Rules, or
regulation of other carriers as applicable to the mode of transportation. The items to be furnished hereunder shall be
labeled with the purchase order number and delivered, all transportation
charges paid by the Contractor in accordance with the F.O.B. Destination
clause. DELIVERY - Delivery shall be between
the hours of 8:00 a.m. to 3:00 p.m. Monday through Friday, excl. Federal
Holidays within sixty (60) days after receipt of the order. The Contractor shall coordinate the delivery
date and time with the Technical Representative (TR) at least one (1) week
prior to delivery. INSTALLATION – the Contractor shall provide installation within five (5)
days after delivery of the equipment. TRAINING – The Contractor shall provide a one day, on-site training for
approximately 25 people within five (5) days after installation. DOCUMENTATION - The Contractor shall
provide two (2) copies each of the operations, repair, software, maintenance
manuals, lubrication and service instructions, and operating instructions upon
delivery of the equipment. All
documentation shall include the P.O. number. WARRANTY – The Contractor shall provide one-year, parts and labor warranty
1-year parts and labor for hardware and 90 days for software (included in the price.) The Contractor shall provide a copy of the warranty with the
equipment. The period of the warranty
shall begin upon acceptance by the Government. PAYMENT - The Contractor must be
registered for Electronic Funds Transfer (EFT) payments in the Central
Contractor’s Registration (CCR) database to receive payment. Payment may be made by a Government purchase
order. Final payment shall not be made
unless and until the equipment and documentation have been received and are accepted by the Technical Representative. EXTENDED SERVICE CONTRACTS – The
contractor must provide a copy of all available service contracts for this
equipment and identify if the cost is reduced when purchased with the
equipment. All extended service
contracts are pending availability of funding. The
NAICS Code is 334510 with a size standard of 500 employees. This procurement is unrestricted. This is not a request for proposal. No solicitation is available. Companies with the demonstrated capability and
financial capacity to provide and service such equipment must submit a written
substantive statement outlining the Company=s and systems= capabilities, available
service agreements and consumables (including price lists) to the Contracting
Officer within 5 days of publication of this notice. This
announcement and any other documents related to this procurement will be
available electronically at the Internet site http://www.fedbizopps.gov.
The Contractor is responsible for monitoring the FBO website for information
relating to this requirement. Offerors
will be responsible for downloading their own copy of these documents. Contractors are required to acknowledge
receipt of all Amendments (if any). If
no affirmative responses are received with 5 calendar days of publication of
this notice to determine whether a qualified source is more advantageous to the
Government, an order will be placed with Noraxon USA, Inc. under the authority
of FAR 6.302.
