Description: The Massachusetts Department of Public Health (MDPH) through the Massachusetts Center for Birth Defects Research and Prevention (MCBDRP) in the Bureau of Family Health and Nutrition is applying to the Centers for Disease Control and Prevention (CDC) for a Center for Birth Defects Research and Prevention (CBDRP) Cooperative Agreement (CDC-RFA-DD-09-001). The MCBDRP intends to contract with 1) Trustees of Boston University, Boston University Medical Center and 2) The General Hospital Corporation, Massachusetts General Hospital. A qualifying condition of that grant award is demonstrated existing capacity in the areas of enhancement of statewide birth defects surveillance and research about the causes and prevention of birth defects. The strength of the MDPH proposal is to build its birth defects program by bringing the state effort together with existing, long-standing, effective, nationally known birth defects projects: the Brigham and Women's Hospital/ Massachusetts General Hospital (BWH/MGH) and the Slone Epidemiology Center (SEC) at Boston University. To this purpose and at the recommendation of CDC, the MDPH partnered with SEC and BWH/MGH in the original proposal to establish a Massachusetts Center for Birth Defects Research and Prevention and in the proposal request for refunding. This Notice serves two purposes: to publicize the MDPH's intent to contract with 1) Trustees of Boston University, Boston University Medical Center and 2) The General Hospital Corporation, Massachusetts General Hospital, and to invite any other organization that can demonstrate that it already meets the criteria noted above and has the ability to carry out all of the activities described to submit a proposal. Proposals must include scope of services, deliverables, budget costs for carrying out these activities, and documentation of capacity and experience to carry out all of the activities.
