This is a SOURCES SOUGHT NOTICE to determine the availability of SMALL BUSINESSES (e.g., 8(a), veteran-owned small businesses, services-disabled veteran owned small businesses, HUB Zone small businesses, small disadvantaged businesses, and women-owned small businesses.) The National Institute on Drug Abuse, Division of Neuroscience and Behavioral Research is seeking small businesses with the capabilities to maintain and expand the NIDA Center for Genetic Studies, a repository to process, store, and distribute biological samples and clinical data. The contractor is required to process, store, and widely distribute high-quality data files, documentation, and biological materials (cell lines, DNA, RNA, serum) collected from individuals with drug abuse and addiction-related disorders and their relatives. The need for the new contract stems from the overwhelming success of the previous two contracts. A volume of approximately 15,000 samples is expected to be received over the next 5 years, with additional optional quantities allowed. To date, 32,000 samples have already been collected. The total number of samples by the end of the contract period is expected to be between 47,000 and 48,000 samples. Interested small business organizations must be able to demonstrate, in a capability statement submitted, the ability of the laboratory to maintain and expand the sample volume described here, possess a certificate of confidentiality and a waiver from the Veteran s Administration (VA) Office of Research and Development to store VA supported biological samples, as well as have extensive experience (lead investigator must have a PhD and at least 5 years of experience in biospecimen processing and data management, expertise in feeder-layer or comparable technology, expertise in psychiatric diseases, and have support staff well-trained in human subject data collection, blood sample handling and cell line generation) in the following areas: competence and experience in molecular biological and molecular genetic techniques, biological specimen processing, extraction, and dissemination, as well as preparing pedigree files and files used to conduct statistical genetic analyses suitable for publication in peer-reviewed journals. Show expertise conducting quantitative genetic research on common, complex human disorders, including the analysis of data generated from genome-wide scans, as evidenced by publications in peer-reviewed scientific publications; and availability and competence of the offeror s proposed investigative team. Demonstrate ability and experience in efficiently creating comprehensive documentation of phenotypic and genotypic databases. This notice is for information and planning purposes only and does not commit the Government to any contractual agreement. This is not a request for proposals. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for the Government s use. Any proprietary information should be so marked. Interested organizations presenting a capability statement must provide the following: 1) company name and address; 2) point of contact, 3) phone/fax/email; 4) NAICS Codes, 5) business size and status, and 6) capability information in response to the requirement; and 6) type of small business your organization classifies itself as.
