This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number is DTMA5R08101 and is being issued as a request for proposal (RFP).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-15.

This requirement is a total set-aside for small business. Offers received from concerns that are not small business concerns shall be considered non-responsive and will be rejected (in accordance with FAR 52.219-6 Notice of Total Small Business Set-Aside which applies to this solicitation).

The associated North American Industrial Classification System (NAICS) code for this procurement is 518210 with a small business size standard of $23.0 million.

SITE INSPECTION
The performance site will be available for inspection on Thursday, 8 May 2008 at 9:00 A.M. Eastern Standard Time (EST). It is highly recommended that interested small business concerns attend this site inspection.

STATEMENT OF WORK FOR THE DATA NETWORK REWIRING OF
FULTON AND GIBBS HALL
SECTION A - Scope

A.1 Contractor shall be provide a qualified, licensed and certified electrical contractor and shall provide all labor, materials, tools, equipment, supervision necessary for all and terminations and to run all EMT (conduit), pull boxes, fire stop and CAT 6 cable, CAT 6 jacks and plates throughout Fulton Hall and Gibbs Hall buildings, located at the United States Merchant Marine Academy, Kings Point, New York. The total number of drops are 152.

SECTION B - General Requirements

Ground Level

B.1 Contractor shall install 1 ¼" EMT from the main floor closet to the lower level and drill out as necessary and install a pull box, from the pull box run 1 ¼" EMT for approximately 100' and install a 2nd pull box.

B.2 Contractor shall provide and install 1" EMT from the 2nd pull box approximately 40' to room G18. Install box at entry to G18 and transition to ¾" for two locations in G18 within 30' and run ¾" 150' to welding shop, also install a 2nd pull box approximately 160' to feed G26 and office G12. Additional drops shall be installed in G06 lecture hall for wireless, G05 and G03.

*NOTE: Contractor must use Fire Stop on all Pipe Penetrations.

3rd Floor North & 4th Floor

B.3 Contractor shall install pulling hardware in the 4th floor ceiling to room 405, sleeve wall of room 309 and use existing riser to 4th floor janitors' closet for cable to room 405 and telescope.

B.4 Contractor shall install EMT pipe in janitors closet to feed telescope and in room 405 for 3 locations 5 cables in all.

B.5 Contractor shall pull cables for the following room to pull box in ceiling outside room 309 and use existing conduits from pull box to ceiling area above rooms. This will connect the following room locations:

Room 323 - 2 cables
Conference room 322 - 4 cables 1 location at front under white board
Room 321 - 2 cables
Room 320 - 3 cables
Rooms 315, 316, 317, 318 & 319 - cable each room total 5 cables
Rooms 310, 311, 312 & 314 - total of 7 cables
Rooms 406 - 2 drops; 407, 408 - 2 drops, 409, 410 - 2 drops, 411, 412,
413,414, 415 & 416 - 1 cable each room total 11 cables.

3rd Floor South

B.6 Contractor shall install pulling hardware in hallway ceiling area, sleeve wall in rooms 342 for new cable installation to riser and install risers down to 1st floor. The following rooms are open ceilings and require pipe to all locations:

307 Gibbs - 3 locations 5 cables/305 Gibbs - 3 locations / 304 Gibbs - 3 locations 5 cables / 301 Gibbs - wireless access point only 302 1 drop.

B.7 Contractor shall pull to the following rooms using existing pipe from room 342 to ceiling area above rooms:

304 3 drops, 305, 306 & 307 - cable each total of 6 cables
325, 326, 327 & 328 - 1 cable each total of 4 cables
329, 330, 331, 332 & 328 - 1 cable each total of 5 cables
Room 303 - 2 cables
Room 333 - 3 cables
Room 334 - 2 cables
Room 335 - 2 cables
Office areas 336, 337, 338, 339, 340 3 drops FAX machines & 341
total of 11 cables

2nd Floor

B.8 Contractor shall install pulling hardware in the hallway ceiling area, sleeve wall in the 2nd deck floor closet and install a riser to the 1st floor, install bridle rings in rooms with drop ceilings for cable support

Room 209: wire projector and wireless location, install pipe on front wall for termination of 3 cables

Rooms 207,208 & 210 currently have 4 existing cables from the lectern back to the main floor wiring closet: terminate 3 cables in lectern, pull back one cable for wireless location, install a new cable for the projector location.

The remaining rooms have open ceilings and require pipe to all locations:

213 Fulton - 3 locations 5 cables
204 Fulton - 3 locations 5 cables
203 Fulton - 3 locations 5 cables
212 Fulton - 3 locations 5 cables
214 Fulton - 3 locations 5 cables
208 Gibbs - 1 location 1 cable
212 Gibbs - 1 location 1 cable
215 Gibbs - 3 locations 5 cables
204 Gibbs - 3 locations 5 cables

207 Gibbs - wireless access point only

1st Floor

B.9 Contractor shall set up room 118 as wiring closet for building: install rack with full vertical & horizontal wire management, install overhead cable runway from rear side and front wall to route cables to rack to secure top of rack, install patch panels to cover building and necessary switches, sleeve front wall for new cable entry, extend existing new cables over to rack with high band blocks, install pulling hardware in hallway ceiling area, install bridle rings in drop ceilings of rooms 115, 101 & 102 for cable support.

The following areas shall have 5 cables per room in 3 locations:
Room 115 & 101: Projector and wireless locations, 3 cables to podium, requires 1" pipe from drop ceiling to floor. Drill through floor to floor below and drill under podium to bring up 3 cables and terminate.
Room 102: Projector and wireless locations, install pipe on front wall for termination of 3 cables.

The following rooms are open ceilings and will require pipe to all locations:
Room 105A - 2 locations 2 cables
Room 105B - 2 locations 2 cables
Room 105 - 1 location 1 cable
Room 114 - 3 locations 5 cables
Room 104 - 3 locations 5 cables
Rooms 111, 110 & 107 will require wireless locations only to be mounted on the wall next to the hallway.

SECTION C - Testing

C.1 Contractor upon completion of all terminations shall test each cable run, termination and operation of each data circuit.

SECTION D - General Notes

D.1 Personnel in the employ of the contractor shall in the operation of motor vehicles possess a valid state driver's license.

D.2 Contractor shall furnish in writing, a complete guarantee to the Contracting Officer's Technical Representative (COTR) against all defective materials and improper workmanship for all parts, components and operation for a period of one year from the date of final acceptance.

D.3 All work must be scheduled, with the COTR, at least 48 hours before work is to be performed.

D.4 Interruption of any services to any part of the Academy will be as short as possible. All work in connection with services, equipment, etc. will be prepared in advance and only with prior approval of the COTR.

D.5 Contractor shall ensure that all repairs to the interior of each building shall match existing conditions.

Applicable DOL Wage Determination applies to this solicitation and shall be incorporated into any resulting contract.

The clause at 52.212-1, Instructions to Offerors-Commercial Items, (Sep 2006) is incorporated by reference and applies to this acquisition.

The provision at 52.212-2 Evaluation-Commercial Items (Jan 1999) applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factor(s) considered. The following factors shall be used to evaluate offers: (i) price and (ii) past performance.

Each offeror shall include a completed copy of the provision at 52.212-3 (Nov 2006) or certification that these have been completed online via Online Representations and Certifications application (ORCA) at https://orca.bpn.gov.

FAR 52.212-4 Contract Terms and Conditions--Commercial Items (Feb 2007) is incorporated by reference and applies to this acquisition.

FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders --Commercial Items (Jun 2007), is incorporated by reference, however, only the following clauses apply to this acquisition: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-1, 52.225-3 and 52.232-33.
