The Federal Bureau of Prisons has a future requirement for Natural Gas Utility Services at a proposed Federal Correctional Institution and Federal Prison Camp to be located near Aliceville, Alabama, Pickens County, Alabama. The facility will house approximately 1,500 inmates in a Federal Correctional Institution (FCI) and a minimum security satellite Federal Prison Camp (FPC). Also included, are auxiliary facilities to serve various components of the facility including administrative structures, staff training facilities, warehouses, central utility plant and other generic institution elements. The North American Industrial Classification System (NAICS) code is 221210 (Size Standard: 500 Employees). The contractor will provide natural gas service to accommodate an estimated annual volume of 50,000 MCF, at a rate of 40,000 cfh, delivered at 30-85 psi is estimated. The contractor will be responsible for providing and coordinating all services required to deliver Natural Gas services to the designated point of service. A permanent Natural Gas service connection shall be available by late 2010. The resulting contract will be a firm-fixed price with economic adjustments and shall have a performance period of a minimum of one year and maximum of ten years. The following evaluation factors will be used in evaluating proposals, which are listed in descending order of importance, with the exception of price: past performance, technical, small business subcontracting and price. All responsible sources may submit an offer which shall be considered by the Agency. Participation by small, small-disadvantaged, HUBZone small business, woman-owned small businesses, veteran-owned small businesses and service disabled veteran-owned small businesses is encouraged. This solicitation is unrestricted. The solicitation and all subsequent information including amendments will be distributed solely through the General Services Administrations Federal Business Opportunities web site http://www.fedbizopps.gov. The site provides downloading instructions. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. Hard copies of this solicitation will not be available. Solicitations will be available through www.fedbizopps.gov on or about
May 31, 2008, with a tentative closing date of June 30, 2008.
