Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.   
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-21, effective 07 Dec 2007 and DFARS DCN 20071207 edition.
This solicitation is issued as a request for quote, solicitation number SB3100-7324-1003.
This solicitation is 100% set aside for small business; the associated North American Industrial Classification System (NAICS) code is 811213 with a small business size standard of $6,500,000.00

The Government estimates services not to exceed $11,000.00 per year for each contract line item.

The quantity shown is estimated only.    It represents the Governments best know estimate.    Payment will only be made for the actual quantity provided to the government at the price specified.    If the Government requirements do not result in the amount described as estimated, such event shall not constitute the basis for an equitable price adjustment under any resultant contract.
DESCRIPTION:
The Defense Distribution Depot San Joaquin located in Stockton, CA has a requirement for a responsible contractor to provide all labor, parts, tools, equipment, supervision, and facility or perform services on-site, as specified below, for a fleet of 28 emergency response vehicles, for a period of one (1) base year with two (2) option years.
Contractor shall provide on-call service on an as needed basis on all electrical work for light bars, rear deck/window directional lights, sirens, public address system, speakers, shotgun racks, center (Troy) consoles and equipment control heads.    To include the installation of new equipment along with repairs and removal of existing equipment for the Police and Fire Department emergency response vehicles.   
When notified, pre-existing equipment shall be removed for reinstallation on new vehicles within 72 hours per vehicle, upon delivery of the vehicle.    No more than 10 vehicles per year are expected and service may not be required for up to 5 years.
Contractor shall provide on-site service and repair of all pre-installed emergency equipment within 72 hours of service call-out.    If on-site repair is not feasible, merchant shall provide suitable facility for service.
All used parts are to be returned to the government site point of contact.
All new equipment purchases must be approved by contacting the Government site point of contact and invoiced at cost.
All electrical wiring and connections are to be soldered.
All installed equipment control switches in console are to be positioned in a standardized manner in all like vehicles, unique to either the Police of Fire Department.
All emergency lighting shall meet applicable California vehicle codes and Police/Fire Department specifications.

FAR 52.212-2    Evaluation--Commercial Items applies to this acquisition.    The Government intends to award one contract as a result of the synopsis/solicitation.    Award will be based on the proposal that provides the total lowest price for the service and meets the technical acceptability standard.    The minimum criteria for technical acceptability shall be the submission of evidence that the contractor is a certified Raymond dealer/representative.
Contractors are required to include a completed copy of the FAR provision 52.212-3, Offeror Representations and Certifications (Alt I) (or indicate that registration has been completed at the ORCA website, https://orca.bpn.gov.
