Description
The 2D MAW at the Marine Corps Air Station, Cherry Point, NC has a requirement for movement lighting to be used as markers to help land aircraft and helicopters.    This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice.    This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.     
Solicitation number M00146-08-T-3322 is hereby issued as a Request for Quotation.       
The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23 and Defense Acquisition Circular 98-97.     
This acquisition is 100 percent set-aside for small business.    The North American Industry Classification System code 335129, with a small business size standard of 500 employees.       
This requirement is for a firm fixed priced contract, brand name or equal, for the following items:
Item 0001- 72 each Phantom AZL-15 lights with remote control on/off/dim and on the light for white/infrared and steady/flash.    Phantom Products, Inc. P/N AZL-15/P2600-D or equal.    Essential characteristics:
The unit must be:
Light weight (less than one lb including batteries).
Able to be remotely controlled with a 5,000 foot range minimum.
Powered by AA batteries.
Dimmable.
The unit must have:
At a minimum 15 candela brightness.
White and infrared light.
Steady and flashing modes.
Item 0002- 72 each lens, clear dome for the AZL-15 light.    Clear protective sand blast dome.    Dome shall protect the above light from sand blast scratching.    Must be dome shaped to reduce sand buildup on the light.    Phantom Products, Inc. P/N 9996/OL-SG/P2606-CL or equal.
Item 0003-    2 each Phantom AZL-15 transmitter with 9 inch antenna.    Phantom Products, Inc. P/N AZL-15/P2606-T or equal.      This transmitter is used to remotely control the AZL-15 light.
The delivery requirements are FOB destination and are to be delivered to Receiving Officer for 2D MAW, Cunningham Street, Building 159, Bay door T4, Marine Corps Air Station, Cherry Point, NC 28533.    Desired delivery date ninety (90) days of award or sooner.
The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order:

DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (APR 2007), applies with the following clauses applicable for paragraph (b);
(12) Alt I (17) (20)(i).
Award shall be made to the lowest priced responsible offeror(s), whose offer conforms to the solicitation, and who demonstrates acceptable past performance.    If you are quoting an equal, please provide literature for evaluation purposes.
This requirement has a Defense Priorities and Allocations System (DPAS) rating of DO-C9.
