NOAA's Acquisition & Grants Office, Mountain Region Acquisition Division, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with CFIC QDRIVE, Troy, NY for the purchase of a miniature pressure wave generator, with options.

The sole source determination is based on the National Institute of Standards and Technology's (NIST) requirement for two (2) miniature pressure wave generators with options, that will meet the demands of the research program here at NIST. CFIC QDRIVE is the only vendor that offers a 250 W and 500 W multi variant frequency (25 to 120 Hz) non lubricated twin balanced pressure oscillators capable for pressures up to 5 MPa and delivered pressure ratios of up to 1.5:1 employing helium gas. As a result, CFIC QDRIVE is the manufacturer of the Qdrive 2S102W and the 2S132W miniature pressure wave generators that meet these technical requirements. Delivery shall be 60 days after receipt of order.

This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
