The National Transportation Safety Board (NTSB), Office of the Chief Information Officer has a requirement to maintain cohesiveness and compliancy within the agency IT infrastructure, to maintain current systems, provide insight on future applications and to focus NTSB Microsoft migrations.

To fulfill this requirement, The NTSB intends to issue a sole source Order to Microsoft, Inc. to provide Microsoft Premier Support Services. Microsoft Premier Support Services includes account management services, architecture, application design and code reviews, information services, and technical support. In addition, this support includes on-site visits, reactive incident support, and subscriptions to various on-line tools. These on-line tools include participation in expert roundtables, which provides access to Microsoft program managers, developers, and support professionals covering key areas of Microsoft technology, and the Microsoft developer network subscription, which provides access to an extensive collection of programming information, development toolkits and sample code library.

The decision to award a sole source Order is based on the fact that Microsoft, Inc. is currently NTSB's accepted application IT infrastructure solution provider. Therefore, NTSB has an established enterprise agreement with Microsoft, Inc. for application support and technical advisement. Premier Support is a unique and distinct offering which only Microsoft or its affiliates can directly provide and perform as a complete and comprehensive integrated offering. While third party vendors may offer and perform certain individual components of Premier Support they can only offer on a resale basis certain other key components that can only be performed by Microsoft, Inc. or its affiliates.

All responsible sources may submit a capaiblity statement, which shall be considered by the agency.
