Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.     This announcement constitutes the only solicitation; no proposals are being requested and a written solicitation will not be issued. The solicitation number is VA257-08-RQ-0114.     This acquisition is issued as a Request for Quote (RFQ).     The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24.           The North American Industry Classification System Code (NAICS) for this procurement is 339112. This requirement is 100% SDVOSB Set-Aside.           VA North Healthcare System, Dallas, Texas, has a requirement for the following: CLIN 0001:           1 EACH,     TOTAL CLIN $__________.     UP Encore Surgical Pack OR 120V SURGICAL Laser used for cutting, ablating and coagulating tissues with minimum or no charring of tissue.     The laser shall have a wavelength of 10.6 microns.     Pulsed laser capable of delivering a pulse width of 1 millisecond or less.     Pulse energies must be capable of reaching 250 millJoules per pulse.     Individual Pulse Control - the energy of each pulse should be controlled by the user in a range of 2-250 milliJoules.       User Interface - the laser system should have an integrated, color LCD, touch-screen control panel.     Energy source - The laser must be a sealed carbon dioxide tube.     It must be RF (radio frequency) excited.       Energy Output - the laser shall be capable of generating up to 60 Watts of average power in the pulse mode and 60 watts in continuous wave mode.     Spot Size - the laser and system accessories must permit spot sizes of 0.16 mm to 2.5 mm at the thermal ablation threshold. Speed of Cutting Adjustment - the user must be able to adjust the repetition rte of pulse delivery from 1 to 1000 pulses per second (Hz) Time Exposure Control- the laser exposure time can be fixed and shall be selectable in a range of 1 millisecond to 1 second.     Red aiming beam - the laser shall have a red aiming beam with a continuously adjustable intensity up to 5.0 milliwatts and a circular beam profile.     Long Reach Surgical Arm - the unit shall have a delivery system capable of reaching over and into sterile surgical field by having a vertical height of at least 77 inches and a horizontal reach of 6 feet.     Computer Pattern Generator for Rapid, large Area Resurfacing - the laser shall have an accessory for resurfacing which provides energy in a collimated bam and telecentric pattern.     The laser must allow the scanning system to operate at repetition rates up to 600 pulses per second and complete a single pattern scan of 1.4 cc x 1.4 cm in 0.18 sec.       Scanner must communicate directly with laser control electronics. SUBSTITUTE ITEMS:           If you plan to provide similar like items to those cited in the purchase description, provide in your response the similar like item name and the catalog or part number you intend to furnish and the characteristics of the substitute item that are equivalent to the item named in the purchase description.           You will be asked to provide documents, which clearly describe the items so that they can be evaluated by the end user.           Items otherwise equal may not satisfy the requirement due to differences in material composition, size, environmental application, etc. Final award will be based on lowest price technically acceptable.
