This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using simplified acquisition procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation shall be posted on both FEDBIZOPPS (http://www.fedbizopps.gov) and NECO (http://www.neco.navy.mil/). The RFQ number is N00244-08-T-0635. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-26 and DFARS Change Notice 20080812. It is the contractors responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.acqnet.gov/far and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 334290 and the Small Business Size Standard is 750 employees. The Government intends to acquire on a sole source basis with Orion Systems Inc., Huntingdon Valley, PA for an MT-200 Voice Switching and Conference System and ancillary equipment. The MT-200 provides a mean to transport the Vinson mode encrypted audio through a T1 network. The MT-200 enables the network to transport secured tactical red UHF-VHF radio data through a black time domain multiplexing network and is the only voice switch with the COMSEC line interface module. The vendor is the manufacturer and sole distributor and no other equipment can provide the required encrypted audio transport capabilities. The Fleet and Industrial Supply Center, San Diego, Detachment Seal Beach is in need of the following items: MT-200 Voice Switching and Conference System to consist of: 64 Port Chassis-Redundant AC Power, OS37-0201-A1, 5 Each, Conference Summation Unit, OS37-0108-A1, 10 Each, ACF- Shelf Controller PWA, OS37-0144-A1, 10 Each, T1 Interface Unit, OS37-0142-A3, 8 Each, COMSEC Interface Unit-KY100, OS37-0140-A1, 10 Each, COMSEC Interface Unit- KY58, OS37-0140-A2, 3 Each, Switch Maintenance Panel, OS37-0250-A1, 4 Each, RJ45 Patch Panel24 Port, OS37-2706-A1 8 Each. F.O.B. Point: Destination to Corona, CA, Delivery: 2-4 Weeks after receipt of order. The following FAR provisions and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; Addendum to FAR 52.212-1, Paragraph (b)(5) Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within five days after date of publication of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a quote, which shall be considered by the agency. Quoters must be registered in the CCR database to be considered for award.
