| As a result of the Federal Communications Commission (FCC) Order that mandates the rebanding of the 800MHz frequency band, the State of Illinois has begun the process (under Central Management Services supervision) of reconfiguring the State's existing 800MHz Radio systems.
An existing contract with CTA Communications (vendor) provides consulting services to support the State's compliance with the FCC Report and Order. Please refer to IPB Reference # 22010224, for additional information on the "800 MHz Band Reconfiguration Management RFP". CTA Communications is currently supporting the project which has entered its implementation phase. However, the estimate for completion of this project has now been extended through 2010. The approaching lapse of the existing contract brings about the requirement to continue a contractual relationship with the vendor through a sole economicallly feasible source procurement. The inability to continue this agreement would result in loss in traction and progress during this critical phase of the project. The vendor's role and knowledge of the project is integral to the project success. The new contract would enable the State to to continue to receive project management, oversight and technical/engineering consultant services from CTA Communications as it relates to the State's compliance with the mandate and the completion of the project.
The cost associated with these services will be borne by Sprint Nextel as they are financially responsible for assuring the 800MHz band is reconfigured per the FCC Report and Order. |

| Sole Source Only Justification: | CTA Communications won the State's competitive bid in 2006 to provide consultant services to aide the State in complying with the FCC's Mandate to reconfigure the 800 MHz frequency band. The vendor won on cost, experience and its ability to implement a project of this type. For the past 2 years the vendor has played an integral role in the implementation of the project. The vendor's resources and expertise have been instrumental in alleviating the State's technical deficiencies and resources constraints.
The extension of the project until 2010 was unforeseen. The State's dependency on the vendor to help complete this initiative is clear. 2 years of work would be lost and the option to replace the vendor at this critical junction would only create unacceptable delays and render the State powerless to comply with the FCC Mandate within the timeframe allowed. The agreements the State has with Sprint Nextel, the FCC and other State vendors to complete the project as planned would also be impacted by the removal of vendor at this stage.
Any challenge to this Notice must be submitted in writing within 14 days of the published date and to the person identified below. Late challenges will not be considered. Only a challenge with documentation which sufficiently demonstrates and proves a prospective vendors ability to meet all specifications and other requirements of the Agency making the award will be considered. The documentation must indicate a price equal to or lower than the amount shown in this Notice. |
