Description: Sources Sought Synopsis: This is not a solicitation announcement. This is a Sources Sought Notice only. The following describes an overview regarding the requirements for a Management Control Support Services. This sources sought neither constitutes a request for quote or proposal, nor does it restrict the Government to an ultimate acquisition approach. This sources sought should not be construed as a commitment by the Government for any purpose. It is a request for information from sources that may be able to provide the services described herein. The Government is not obligated and will not pay for any information received from potential sources as a result of this Sources Sought Notice. Please indicate your business type (i.e. small, women-owned, service disabled veteran-owned, SBA Certified small disadvantaged, SBA Certified 8(a) or other than small). The NAICS code is 541611. Any response to this sources sought notice will become the property of the Government and will not be returned. Information received will be used strictly for validation purposes only.
The Transportation Security Administration, Internal Control Branch is seeking to collect written information about the capabilities of vendors that have experience fulfilling department-wide internal controls, pursuant to the:
a. Federal Managers Financial Integrity Act (FMFIA);
b. Internal Control over Financial Reporting (ICOFR) requirements contained in Office of Management and Budget (OMB) Circular A-123, Management s Responsibility for Internal Control, Appendix A;
c. DHS Financial Accountability Act (DHS FAA); and
d. Improper Payments Information Act.
SUPPORT WILL BE NEEDED IN THE FOLLOWING AREAS:
1. MANAGEMENT CONTROL PROGRAM SUPPORT
a. Management Control Council Meetings
b. Management Control Checklists
c. Management Control Data Calls
d. Management Control Assistance Visit
2. INTERNAL CONTROL OVER FINANCIAL REPORTING (ICOFR) SUPPORT
a. ICOFR Process Narratives;
b. ICOFR Process Assessments;
c. ICOFR testing; and
d. ICOFR Senior Assessment Team meetings.
3. IMPROPER PAYMENT INTEGRITY ACT (IPIA) SUPPORT
4. INFORMATION TECHNOLOGY GENERAL CONTROLS SUPPORT
5. AN UNDERSTANDING OF THE FOLLOWING DOCUMENTS IS REQUIRED:
a. Federal Managers Financial Integrity Act (FMFIA) of 1982;
b. Office of Management and Budget Circular A-123, Management s Responsibility for Internal Control, December 2004;
c. Government Accountability Office (GAO) GAO/AIMD-00-21.3.1, Standards for Internal Control in the Federal Government, November 1999;

All of the above documents, except (e) and (f) are available on the internet. Copies of (e) and (f) will be provided via email upon email request to the Sources Sought Notice Point of Contact.
TSA is searching for sources to perform in the above areas. Support is anticipated for one year with 4 one-year options to be performed at TSA Headquarters, Arlington, VA 22202
Interested parties shall respond to this notice with a 3-5 page summary of their past projects reflecting a capability to perform in the five (5) areas listed above.
