Synopsis:

The U.S. Department of State (DOS), Office of Acquisition Management intends to issue a Sole Source Award to Remington Arms Company Inc. for the acquisition of 30 MM M24 Sniper weapon systems (quantity 15) along with 30 MM Rem700 Deployment Repair Parts Kits (quantity 30). The M24 must meet the following requirements: Length 1,092.2mm (43 ), Barrel 416R Stainless steel, Twist 1/285.75mm (1/11.5 ), Rifling 5 radial land grooves, Barrel length 660.4mm (24 ), Barrel finish powder-coated Rem-Tough, Trigger Adjustable external .9kg 3.6kg, Butt plate adjustment 50.8mm (2 ), Weight with sling 5.4kg (12.3 lbs), Weight with scope 6kg (13 lbs), Weight with Sling & Scope 6.3kg (13.85 lbs), Combat Weight (full mag) 6.5kg (14.25 lbs), SWS Complete 24kg (64 lbs), Calibers 7.62 NATO & 300 Win mag, Operation Bolt action, Stock Synthetic Aramid Fiber, Effective range (day scope) 800 meters, Effective range (night scope) 300+ meters, magazine 5-round, internal. The complete system includes: Rifle, Iron sight, Mounted Leupold Mark IV M3 scope, Scope and Iron Sight Carrying case, Deployment kit complete with tools, spares, and cleaning kit, soft gun case and Hardigg Systems Hard Case. The Rem700 Deployment Repair Parts Kits consist of miscellaneous parts requested which will allow DOS armorer's the ability to repair and maintain these rifle systems which are already in service in missions overseas. Remington restricts these items only to Department of Defense (DOD) or Federal LE Agency purchase direct from them. The statutory authority permitting other than full and open competition is 41 USC 253 c(1). The regulatory authority is FAR 6.302-1, only one responsible source and no other supplies or service will satisfy the agency's requirements. This is for informational purposes only.
