The Naval Reactors Laboratory Field Office in conjunction with the Naval Sea System Command is seeking offers for management and operation of the Bettis Atomic Power Laboratory, West Mifflin, Pennsylvania and the Knolls Atomic Power Laboratory, Schenectady, New York. Both laboratories currently provide broad support for the Naval Nuclear Propulsion Program in the design, development, improvement, maintenance and training for operation of naval nuclear propulsion plants. The mission of the two laboratories will not change under the proposed new contract. The Department of Energy and the Department of the Navy plan to issue a joint solicitation which will result in award of two contracts to a single offeror, a Department of Energy contract for management and operation of the laboratories, and a Department of the Navy contract for design, development, improvement, maintenance and training for operation of naval nuclear propulsion plants. Interested parties must meet the following minimum requirements: (1) ability to obtain a DOE or equivalent U.S. Government agency facility security clearance; (2) agree to offer employment to all current personnel at the same base salary/pay rates being paid at the time of offer of employment and the same benefit package; (3) strictly comply with organization conflict of interest provisions of the Request of Proposal (RFP) which are governed by the policies and procedures in Subpart 9.5 (Organizational and Consultant Conflicts of Interest) of the Federal Acquisition Regulation as implemented in DOE Acquisition Regulation 952.209-72 with Alternate; (4) accept without deviation all Federal Acquisition Regulation, Department of Energy Acquisition Regulation, and Department of Defense Federal Acquisition Regulation provisions of the RFP; and (5) submit responsive proposals for both the NAVSEA and DOE requirements. The successful offeror will be required to establish a separate legal business entity, namely, a wholly-owned subsidiary incorporated by the offeror solely to perform the two contracts to be awarded hereunder, in which the offeror as the parent company shall, during the term of the contract, own all outstanding shares. Further, the Government prefers that management responsibility remain with the General Manager positions at Bettis and KAPL and that corporate involvement in operations be limited to that necessary to satisfy corporate fiduciary duties. To promote the use of small business under the anticipated contract, offerors will be evaluated on their level of commitment to meeting the agency s small business goals which are 46% for total small business concerns, 5% small disadvantaged business concerns, 5% women-owned small business concerns, 3% HUB-Zone small business concerns, 3% service-disabled veteran-owned small business concerns. The successful offeror will be required to pursue development of at least one 8(a) mentor/prot g program. The contracts resulting from this solicitation will run from date of award, on or about October 1, 2008, through September 30, 2013, and will contain an option for an additional five year period. The joint solicitation is expected to be issued mid-March 2008. The primary places of Performance are and will continue to be Pittsburgh, Pennsylvania; Schenectady, New York; and Idaho Falls, Idaho.
