Availability of a prospectus for solicitation of offers to operate a business combining two existing operations into a single draft contract within the National Park Service (NPS). The existing operations are similar, both providing boat tours, canoe rentals, and retail sales. They are located at Flamingo (38 miles from park headquarters) and Gulf Coast (located within Everglades City, 94 miles from park headquarters). Both existing operations are described in more detail within the prospectus. Services to be offered at both locations under the new contract include boat tours, canoe/kayak rentals, and retail sales. Services which will only be offered at the Flamingo location include skiff rentals, houseboat rentals, mobile food service and tiki bar, bicycle rentals and slip rentals. Combined annual gross revenues for both operations in 2006 was $1,848,975.
The draft contract has different terms for each location. The contract term for operations at Flamingo is five years, and the term at Gulf Coast is ten years. The contract will require a minimum franchise fee to be paid to the NPS. The minimum franchise fee will be 2% of gross revenue for the first 5 years of the contract and 5% of gross revenue for the second 5 years of the contract. The Director, pursuant to 36 CFR 51 has determined that this is not a qualified contract with regard to preference for a preferred offeror, and therefore, no preferred offeror exists. Offers must be received by 4:00 p.m. on July 23, 2008. Site visits are scheduled on May 28, 2008, at 10:30 a.m. at the Gulf Coast District in Everglades City, FL, and May 29, 2008, at 9:30 a.m. at the Flamingo District of Everglades National Park.
