Vessel Required: U.S Flag Self Sustaining combination container/break bulk vessel to lift containerized goods, reefer containers, break bulk, hazardous cargoes including ammunition, and vehicle cargo. In accordance with the Cargo Preference Act of 1904 and Section IIIA.3 of the Voluntary Intermodal Sealift Agreement (VISA) (see 69 FEDERAL REGISTER 62898, Nov 7, 2007, or most current reference), preference will be given to U.S. flag vessels and VISA participants.
Additionally, any reflagging or repair work to: (1) enable the vessel to meet applicable standards to become a vessel of the United States; or (2) to convert the vessel to a more militarily useful configuration; must be performed in the United States.
Vessel minimum acceptable speed is Thirteen (13) knots when fully laden.
-Vessel shall have a minimum operating range of 8,000 nautical miles.
-Vessel maximum draft shall not exceed 35 feet.
-Vessel shall accommodate a minimum of 250 twenty-foot equivalent unit (TEU) containers.
-Within the special 250 TEU capacity, vessel shall be able to accommodate various combinations of twenty-foot and forty foot containers with the ability to carry a combination of at least 84 Forty-foot containers and 82 Twenty foot containers.
-Vessel shall be able to accommodate all standard types of dry cargo containers, refrigerated containers, flatracks and ISO tank containers. The vessel shall be equipped with sufficient quantities of matching stacking cones, automatic twist locks (SATL/IBC), container deck sockets, D ring fittings for container deck sockets capable of lashing break bulk cargo, chain and binders for lashing break bulk cargo and lashing gear for carriage and securing of all containers in stacks of two high minimum on deck.
-Vessel shall be capable of carrying a maximum of load averaging 12 long tons (26,880 pounds) per container within acceptable limits for overall displacement (load line), trim, stability and hull stress as specified by the regulatory agency for vessel.
-Refrigerated Container Outlets: Within the 250 TEU capacity specified above, vessel shall accommodate a minimum of fifty (50) reefer containers (twenty-foot or forty-foot) with outlets, supplied from ship s internal electrical distribution system.
-Vessel shall have a minimum breakbulk cargo capacity of 115, 000 cubic feet bale with a minimum 10 feet clearance in addition to capacity requirements set forth above.
-The vessel shall be capable of carrying all types of hazardous cargo with proper segregations. Vessels shall confirm compliance with IMDG/CFR 49 regulations for carriage of hazardous commodities. Must submit with offer. Crew must be certified and documented for HAZMAT.
-The vessel shall, at a minimum, accommodate 4 supercargoes in addition to Master, Officers and Crew.
