Synopsis:

The intent of this contract is to furnish all labor, equipment and materials necessary for the repair/improvement of 6 individual ERFO sites, 1 on Forest Road M4, 2 on Forest Road 23N02, 2 on Forest Road 23N04, and 1 on Forest Road 23N57 on the Grindstone Ranger District of the Mendocino National Forest. Major items of work include but are not limited to: clearing, excavation, disposal of waste material, borrow excavation, placement of 46 tons of class V riprap, 100 s.y. of geotextile fabric, grading, shaping, seeding and mulching. PROJECT LOCATION: The project is located on the Grindstone Ranger District of the Mendocino National Forest. To reach the project from Corning, California; from the intersection of I-5 and County Road 56, proceed west on County Road 56 approximately 21 miles to the junction with County Roads 122 and 55, in Paskenta, California, proceed south on County Road 55 approximately 14 miles to the junction with M4, then west on M4 approximately 10 miles to the junction with 23N04, procced 2.4 miles on 23N04 to site 23N04-1. From the junction of M4 and 23N04, proceed 0.50 miles west on M4 to site M4-1, then west on M4 approximately 6.6 miles to the junction with 23N02, proceed 0.30 miles west on 23N02 to site 23N02-4, then appproximately 3.1 miles on 23N02 to the junction with 23N57, proceed 0.50 miles south on 23N57 to site 23N57-1. From the intersection of 23N57 and 23N02, proceed south approximately 2.8 miles on 23N02 to site 23N02-3. PRICE RANGE: Between $250,000 and $500,000. Estimated start work date is September 6, 2008. CONTRACT TIME: 40 Calendar days. A pre-proposal tour will not be conducted.

This is a CASCADING SET ASIDE. Proposals will be accepted by HUBZone Small Businesses, Service Disabled Veteran Owned Small Businesses, Small Businesses, and Other Than Small (Large) Businesses. Proposals will be evaluated using a tiered cascading approach: when proposals are received, they will be opened for identification purposes only. The Government will evaluate only those proposals in the first tier (HUBZONE Small Businesses), and exhaust all negotiation efforts before pursuing evaluation and negotiation at the second tier (Service Disabled Veteran Owned Small Businesses). This will continue through the third tier (Small Businesses) before considering proposals from the fourth and final tier (Other than Small (Large) Businesses).
