Security services are required to prevent loss or injury to U.S. personnel, dependents, property; destruction of assets; to prevent unauthorized access; and deter potential terrorist attacks. Duties will include, but not be limited to, restricting entry of unauthorized personnel, operation of walk-through metal detectors, hand-held detectors, electronic and hydraulic barriers and surveillance by motor patrol.
This requirement will be an 8(a) Competitive Set Aside. The Government plans to award up to one contract. Anticipated period of performance is one base year and four one-year options at the discretion of the Government. The estimated number of annual hours for guard services at this location is approximately 114,840 hours.
Individual contractor personnel must be cleared prior to working on this contract. All Contracted personnel, regardless of nationality, will be required to pass a background investigation conducted by the Contractor and a separate background investigation conducted by the U.S. Government to certify their suitability for employment under this contract.
Each guard/key personnel must possess a Level 2 language proficiency, which requires an ability to speak English with sufficient structural accuracy and vocabulary to participate effectively in most formal and informal conversations on practical, social, and professional topics.
The Government plans to issue the solicitation on or about June 5, 2008 at the FedBizOpps site through an amendment to this synopsis. All proposals from responsible 8(a) vendors will be evaluated if timely received. No questions concerning this requirement will be answered until the solicitation is posted. NO PHONE CALLS PLEASE.

Thank you for showing interest in the Solicitation # S-AQMMA-08-R0262 for Belmopan, Belize Local Guard Program.
A SITE SURVEY/PRE-PROPOSAL CONFERENCE is scheduled for July 11, 2008, Friday, 9am - 12pm, in the U.S. Embassy - Belize at no expense to the U.S. Government.
The address for the U.S. Embassy is Floral Park Road, #4, Belmopan, Belize.
Seating at the Conference will be limited. Each company may send up to two representatives. Names of participants will be accepted up to July 9, 2008, at 2:00pm eastern daylight time. Send the following information to register for the Conference to the Contract Specialist:

Attendance at the site survey/preproposal conference is non-mandatory. However, offerors who do not attend the site survey/preproposal conference may find themselves at a disadvantage when proposing compared to those offerors who have attended the conference/site survey and have visually seen and inspected the site(s). The Government shall not be responsible for an offerors potential disadvantage for non-attendance and shall not provide non-attendees with any more information than was supplied to attendees.

Transportation is a must and the Embassy will not provide to the Offerors. Rental vehicles are recommended and can be obtained rather easily at the airport. The car rental place can also provide the renters a map and guide how to get to Belmopan. Taxis are also available at 100USD one way.

AMENDMENT 5
The purpose of this amendment is to extend the due date for questions and proposal submittals. The cut-off date for submitting written questions is extended one week from July 30, 2008, at 5pm EDT to August 6, 2008, at 5pm EDT. The due date for receipt of proposals is extended two weeks from August 7, 2008m, at 5pm EDT to August 21, 2008, at 5pm EDT. AMENDMENT 6: The purpose of this amendment is to post Questions and Answers concerning S-AQMMA-08-R0262.
1. Are the officers armed or is there a requirement to be able to arm the officers?
Answer: The Officers are not required to be armed. See Exhibit A.
If so, how do we provide a different quote for armed officers? What are the specifications for weapons?
See answer to #1.
2. What wages are currently paid to the guard force?
Answer: The Government does not collect this information.
3. Is the contractor responsible for transporting dignitaries and/or providing personal protection?
Answer: No, the guard duties and responsibilities are contained in Section C.5 and Exhibit B.
4. What was guard turnover rate for the last contract period?
Answer: The Government does not collect this information.
5. How many vehicles and does the contractor supply them?
Answer: The Contractor shall furnish the number of vehicles necessary for the performance of this contract in accordance with Sections C.5.2, Exhibits A and D(2) Vehicles. A minimum of two vehicles is required.
6. What equipment does the contractor supply?
Answer: The requirement for contractor furnished equipment is found in Exhibit D.
7. Have there been any fines levied against the current contractor? If so, what?
Answer: Since the answer to this question will not affect the offeror s ability to prepare a proposal, the USG is not required to provide this information. However, please refer to Exhibit C for possible deductions a contractor may incur.
8. Will Embassy staff conduct training for the officers?
Answer: The USG will provide specific training as identified in Section H.5.7 and Exhibit E.3.
9. Does the Embassy conduct criminal background checks on the guards prior to hire?
Answer: The contractor is responsible to provide a nomination package for each employee in accordance with Section H that includes police checks. The USG reserve the right to review the package as stated in Section H.2.
10. How many total security officers are on staff to support the Embassy project?
Answer: It is the responsibility of the Contractor to provide sufficient personnel to fulfill the requirements in accordance with the contract.
11. What is the monthly price or total annual contract price?
Answer: The current contract was awarded for $2,612,795.79 (Base Year + One Option Year).
