The 38 EIG/PKK intends to issue a solicitation on a requirement for nonpersonal services for local telephone exchange services for 349 RCS/RSSL (MO Sites). The solicitation will be issued on or about 04 Jun 08. The proposed contract is for five years. The local exchange service provider certified by the Missouri Public Service Commission shall provide local commercial communications service for 349 RCS/RSSL, recruiter sites located in Grandview, Independence, Sedalia, Blue Springs, Joplin, Springfield and Kansas City MO.
Local communications service shall include, as a minimum but not limited to, local access for commercial business lines, DSL/internet service, voice mail, directory number and number portability, operator and directory assistance, local and Intra-LATA access, and interconnection with Inter-LATA exchange carrier. Competition is open to domestic and foreign sources. All responsible sources may submit a bid, which shall be considered. Sources responding to this synopsis must indicate, in writing, whether they are large, small, disadvantaged and/or a women-owned businesses. For this acquisition, a concern will be considered small under NAICS 517110 with size standard of 1500 employees. "An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution.
