Synopsis:

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; a written solicitation will not be issued. This solicitation F3Q2AD8191AU01 is a Request for Quote. This solicitation incorporates provisions and clauses that are in effect through the Federal Acquisition Circular 2005-26 dated Jun 2008. NAICS Code 424720. FOB: Robins AFB, GA. Solicitation is to procure a firm fixed price contract for Liquid Propane Gas, 450,000 gallons delivered to Robins AFB GA.
Contractor shall provide propane gas on a "full service" basis, including acquisition, transportation and delivery. Market index cost with transportation and all other costs shall be quoted. The Point of Origin/Pipeline points to consider include Milner GA (65 miles from Robins), Albany GA (95 miles) and Alma GA (115 miles).
Gas shall be delivered to tanks located on Robins AFB at the propane-air mix plant, Marchbanks Drive at Warner Robins Street. Truck drivers will require proper credentials and all vehicles are subject to search by Security Forces prior to entrance to the base, and at any time while on the installation.
This is a 100% Small Business Set-Aside; offers will be considered only from Small Business companies. Period of performance - Date of award through 90 Days thereafter. The following additional information is provided regarding the tanks at Robins AFB:

There are twelve 60,000-gallon tans tied together. There are two bulk-head transfer stations that can be used to fill the tanks, one located on the west side of the tank farm and one located on the east side of the building. Each transfer station used the standard ACME fittings: 3" liquid and 2 1/4" vapor connection. Exact directions to the tank farm from the base entrance will be provided to the awardee.
